Amid shifting political landscapes and administrative changes at federal agencies abroad, Canadian institutions have secured a major influx of academic talent. The federal investment, delivered through the first group of the newly renamed Eddie Goldenberg Research Chairs of Canada, forms the centrepiece of a $1.7-billion recruiting blitz launched by the Liberals late last year. The research chairs were recently renamed in honour of the late Mr. Goldenberg, a former chief of staff to Prime Minister Jean Chrétien who urged Ottawa and Canadian universities to make an ambitious play for disaffected researchers in Donald Trump’s America. The moves of the 64 researchers will be announced by Industry Minister Mélanie Joly and Health Minister Marjorie Michel on Thursday, less than a week after trade talks with the United States collapsed, forcing Canada into a trade war with its erstwhile ally. Although the announcement was in the works before this week, it gives Prime Minister Mark Carney’s government a well-timed opportunity to crow about poaching some of America’s brightest minds.

For many international scholars relocating to Canada, the decision involves a complex mix of professional opportunity and growing disillusionment with research environments in their home countries. Biomedical scientist Phillip Zamore, formerly the chair of the RNA Therapeutics Institute at the University of Massachusetts, pointed directly to shifting federal priorities in the United States when explaining his move to McGill University. The Trump administration’s undermining of science and its cuts to research funding might have pushed Prof. Zamore into the arms of any country, and he considered Europe and Japan before choosing McGill University and Canada in large part because of a Canadian government initiative that made him an offer that, truthfully, took my breath away.

Prof. Zamore, an American, said in an interview. I’ve pretty much lost my country. None of the things I value about democracy – and most especially the role of science in a democracy – seem to exist at the federal level anymore.
Prof. Zamore also noted: It’s just become for me personally scary to be a scientist in America.
While Prof. Zamore also considered opportunities in Europe and Japan, he chose Canada after receiving an offer that took his breath away. Similarly, Kathryn Whitehead, a professor of chemical and biomedical engineering at Carnegie Mellon University in Pittsburgh, noted that the move to the University of British Columbia represented a unique career pivot. Her husband is from Thunder Bay, and UBC and Vancouver’s burgeoning life sciences industry were the perfect fit because they are home to Pieter Cullis, the Canadian biochemist best known for creating the lipid nanoparticles used in mRNA vaccines for COVID-19.

The 64 incoming researchers hail from 13 different countries, with a significant portion arriving from prestigious U.S. institutions like Harvard and Stanford, according to a list of the 64 researchers obtained by The Globe and Mail. The distribution of the research chairs stretches across multiple provinces, bolstering specialized academic hubs from coast to coast.
UK seeks to bring in more scientists by expanding
University of British Columbia: Secured eight chairs, leading all Canadian institutions. Other prominent names on the list going to UBC include Peter Caravan, a Canadian leaving Harvard to become the Goldenberg Chair in Translational Molecular Imaging and Therapy, and Curtis Huttenhower, a computational biologist also leaving Harvard for UBC.

University of Ottawa: Recruited seven chairs, including prominent nutrition and metabolism scientist Kevin Hall, who quit a leadership role at the U.S. National Institutes of Health last year, saying federal officials censored his work on ultraprocessed foods.
McGill University: Welcomed six chairs, including digital media scholar Ethan Zuckerman, the pop-up ad inventor and digital media scholar who will be joining McGill as Goldenberg Chair in the Digital Public Sphere. (Zuckerman created the pop-up ad, an invention for which he later apologized.)
University of Toronto: Acquired six chairs, including one to support the research of Sara Seager, an acclaimed planetary scientist whose move from the Massachusetts Institute of Technology to U of T was announced last year. The rest of the chairs were spread across the country.

The recruited scholars bring expertise spanning medical isotope production, radiopharmaceuticals, molecular imaging, climate resilience, quantum network infrastructure, RNA therapeutics, artificial intelligence, and global security, among other fields. At the University of British Columbia, incoming researchers will integrate into a thriving life sciences sector.
Prof. Whitehead’s expertise is in developing nanoparticles that act as delivery mechanisms for novel medicines. Her research aligns closely with Vancouver’s existing biotechnology ecosystem, which includes Pieter Cullis, the Canadian biochemist best known for creating the lipid nanoparticles used in mRNA vaccines for COVID-19.
Global Context in Academic Talent Mobility

The Canadian funding announcement coincides with broader international efforts to capture top-tier engineering and scientific expertise. In the United Kingdom, Britain said on Thursday it was expanding a ‘Global Talent’ visa route used to bring in scientists, researchers and engineers, opening it up to more than 100 of the country’s most innovative companies including AstraZeneca and Jaguar Land Rover. The government said making it easier to bring researchers to the country would help the clean energy, life sciences and AI sectors, as part of its drive to try to reindustrialise Britain. Some sectors had complained that high visa costs and an inflexible immigration system were putting Britain at a competitive disadvantage. Research-intensive businesses can now use the visa pathway, which was previously mainly used by universities and research institutes. The government also said it planned to broaden another scheme which provides visas for companies working on critical technologies like quantum and engineering biology.
