New arrival of implementing decrees for the pension reform, a few days before D-Day. from 1 September, have been published in the Official Journal. The last delivery of six others of them, including the small retreats, dates back to August 11. Contrary to what the government had announced, a total of 31 decrees were not expected, but about twenty. “We have grouped some of them together to facilitate their publication on time”, tells us a ministerial adviser.
The bonus for mothers
Women who have had one or more children and who will accumulate 43 years of contributions (maternity and child rearing terms included) one year before the legal age of 64, i.e. at 63, will be able to benefit from a premium of up to 5% pension bonus.
Concretely, each additional quarter worked, once the age of 63 is reached, will allow them to benefit from a bonus of 1.25% per quarter until they reach the legal retirement age (eventually 64 years). That is a maximum of 5% increase at the time of the liquidation of their rights. For a pension of 2,000 euros gross per month, the increase in the pension will be between 15 and 60 euros, according to the senators initially behind the measure.
Beneficiaries of so-called Collective Utility Works (TUC) contracts
This one-year integration contract established in 1984 and applied until 1990 reserved for young people aged 16 to 25 – who had zero right to retirement at the time – will now open to quarters. Instructions specifying the number will be decided in the coming weeks. It is a question of “repairing an injustice in our current system”, declared Prime Minister Élisabeth Borne at the start of the year.
According to estimates, more than 1 million people (1.7 million contracts signed in total) are potentially affected. “We are going to get them from September 15 because these contracts have left no trace. As we cannot identify them, we are going to set up an online service, ”renaud Villard, director of the Cnav, announced to us at the beginning of August. The same decree also specifies that other assisted ex-contracts such as practical internships in companies, internships for initiation to professional life or even “young volunteers” internships will be concerned.
Repurchase of quarters of retirement
One of the decrees also provides for the extension of redemptions of quarters up to 30 years of the insured for internships and 40 years for studies. Finally, high-level athletes will benefit from the doubling of the quarters that can be validated.
Among the texts still awaited, remains to come in particular that on volunteer firefighters who will be entitled to an increase in the duration of insurance, i.e. three quarters for those who have completed ten years of service, supplemented by the allocation of an additional term every five years. A measure pushed by the senators at the time of the debates.
