The United Nations Development Program (UNDP) financially and technically supported a multidimensional study on conflicts between farmers and herders in Benin.
The report on the said study, which will bring great added value to the High Commissioner for the Settlement of Livestock Breeders (HCSE) in the success of his mission, is the subject of a validation workshop on March 16 and 17, 2023 at the “Les Oliviers” hotel in Porto-Novo.
Participating in it are civil society organizations, Technical and Financial Partners and various actors (farmers, breeders) involved in the management of the phenomenon.

For the Resident Representative of the UNDP in Benin, Aouale MOHAMED ABCHIR, the UN organization he represents has agreed to support technically and financially the realization of this study to make available to the authorities at various levels, in particular the High Commissioner for the sedentarization of breeders, a decision-making tool. ” … In my view, this validation workshop should make it possible to assess the content of the consultant’s report, to add to the report the data available in existing studies on the farmer-herder dynamics, to analyze the strategic measures proposed by the study for the resolution of conflicts between farmers and herders, to verify the conformity of the results indicators relating to the proposed recommendations formulated in relation to the Beninese legislative and regulatory framework, to assess and amend the plan proposed for the preparation of the report final “, he added.

In his speech, the main beneficiary of this study, Dr. Adamou MAMA SAMBO, High Commissioner for the sedentarization of stockbreeders, indicated that everything started with the new orientations that the Head of State gave to the sector of breeding with, in point of barley, the sedentarization of the breeders. For him, this validation workshop, which brings together farmers, breeders, NGOs, TFPs, etc., is a major step in resolving conflicts between farmers and breeders.

It should be noted that before the Resident Representative of the UNDP and the High Commissioner for the sedentarization of breeders, the Prefect of Ouémé Dr Marie AKPOTROSSOU and the representative of the Minister of the Interior and Public Security, the Comptroller General Eric AGASSOUNON intervened.

For the first authority of the Ouémé department, the report submitted for validation, the study makes it possible to understand the conflictual dynamics between breeders and farmers with a view to achieving socio-economic development for breeders in a secure and peaceful climate and to limit the instrumentalization of actors by violent extremist groups.

The representative of the Minister of the Interior and Public Security, meanwhile, recalled that the issue of transhumance is a sensitive issue that rhymes with violent extremism. Hence the advent of the High Commission for the Settlement of Breeders (HCSE). The Porto-Novo workshop is therefore, according to him, a great opportunity to deepen the question in order to find efficient tools so that the HCSE can take the appropriate initiatives and decisions.
