PPP process underway to improve the passability of Route PY01

Asunción, IP Agency.- The Government led the competitive dialogue between the five pre-qualified consortia that will be able to participate in the call for bidding – via Public-Private Alliance (PPP) – for the expansion and improvement works of the PY01 route, section Cuatro Mojones – Quiindy, which is 108 kilometers .

The Executive highlights that this is a very important step towards the start of the works that will benefit 2,600,000 people with an all-weather road that helps transport them to their destinations, whether for health, education or economic progress.

“The PY01 route project represents a significant milestone for the development of public-private partnerships in Paraguay (..) It is important to mention that this competitive dialogue process sets a precedent, since it is the first to be implemented in the country,” he highlighted. Minister Claudia Centurión during the opening of the event.

For his part, the Minister of Economy and Finance, Carlos Fernández Valdovinos, pointed out that “Paraguay is probably in one of its best economic moments right now,” highlighting international bidders.

The meeting took place this Monday at the Government Offices, in Asunción, and was conducive to delivering to the participants the draft of the Bidding Terms and Conditions (PBC) and the draft of the PPP Contract (Public – Private Participation), in accordance with the established in the regulatory decree of Law No. 5102/2013.

About competitive dialogue

The Competitive Dialogue aims to carry out a consultation procedure and receive proposals for improvements, additions or adjustments to the PBC and/or Proforma of the Contract with the prequalified who may be accompanied by their potential financiers.

Likewise, it consists of a stage in the process of technical, economic and/or financial harmonization of the proposals according to the procedure in the regulatory decree.

According to ministerial resolution No. 2218, the prequalified consortia are: Desarrollo Vial al Sur (Sacyr Concesiones SL and Ocho A SA); Mercosur Routes (Tecnoedil SA, Alya Constructora SA, Construpar SA and Semisa Infraestructura SA); AG – Tocsa (AG Construções e Serviços SA and Tocsa SA); Rutas del Sur (Cointer Concesiones SL, Azvi SAU and Constructora Heiseke SA); and Rutas del Sur (Acciona Concesiones SL, Rovella Carranza SA and Concret Mix SA), thus involving a total of 14 firms, including from Brazil and Spain.

All these companies previously participated in Tender No. 1288 – “DIPE Call No. 01/2 Prequalification of the Public Private investment project for the widening and improvement of the route PY01 in the section Cuatro Mojones -Quiindy. Longitude 108 km”.

About the works

In general terms, along a 108 km stretch of the PY01 route, between Cuatro Mojones and Quiindy, the work required consists of maintenance, rehabilitation, opening of third lanes and the comprehensive improvement of the drainage and signaling system throughout. the aforementioned section, with a contract term of 30 years.

With the execution of this road project, the aim is to increase the capacity and improve the passability of the users who circulate daily in the area, as well as to have an adequate transportation infrastructure that connects the production areas with the national, regional and seaports with international connection.

The PY01 route that will be intervened will benefit a total of 2,600,000 inhabitants of the departments of Central and Paraguarí, whose works will be carried out in 5 sections with an approximate investment of USD 430 million.
