Preliminary News: Housing Savings Plan (PEL) Expected to Increase to 2.5% in 2024 – Confirmation Pending from Bercy

Good news at the start of the year: the rate of return on the Housing Savings Plan (PEL) should see an increase from January 2024. Currently set at 2%, its rate should increase to 2.5%, at least that is is what the application of its calculation formula reveals.

An increase to be confirmed by Bercy

This increase, although theoretical for the moment, is determined according to the PEL calculation formula, taking into consideration the latest data provided by the Banque de France. In fact, this rate is updated on January 1 of each year, following a complex calculation formula indexed to money market rates (2, 5 and 10 year swap rates). The Banque de France publishes the result of this formula monthly, and as it provides for rounding to the nearest quarter point, the rate for 2024 would therefore be 2.5%.

If this increase were confirmed, it would constitute the second in a row after that of January 2023. Questioned by the MoneyVox site to validate the passage of the PEL to 2.5% from January 1, 2024, Bercy and the Banque de France specified that “ publication is planned by December 15 ».

The PEL remains behind the Livret A and the LEP

However, at the end of 2022, the Banque de France only recorded 11.3 million PELs, compared to more than 15 million in 2017. Despite the move to a rate of 2% for new subscribers in 2023, the PEL remains behind compared to to Livret A and its rate of 3%. Moreover, the remuneration rate for Livret A had been set at 3% net annually until the end of January 2025, according to the announcement by the Minister of the Economy Bruno Le Maire on July 13, 2023: “ We have decided to maintain the rate [du Livret A] to 3% for reasons of national economic interest. This rate will be maintained for eighteen months, instead of six ».

At the same time, the Livret d’Épargne Populaire (LEP) remains one of the favorite choices of the French. Although its rate of 6% should suffer a drop from February 2024, it should not fall below 3.5% until January 2025, thus keeping it ahead of the Livret A and the PEL.

It is also important to remember that the LEP ceiling has increased from 7,700 euros to 10,000 euros since last October 1. In 2023, more than 18.6 million people will have been able to benefit from all the benefits that this product can provide. In addition, 8 million French people are unaware that they meet all the criteria to benefit from the popular savings account.
