Progress Update on the Tubize Outlet Mall Construction Site: Opening in 2024 and Mobility Challenges

The Outlet Mall construction site in Tubize is progressing quickly!

Located on the site of the old Clabecq forges, the building will notably house factory stores, a bit like in Maasmechelen Village, in Flanders. It will house 80 brands. To date, more than 50% of the commercial space is already reserved, supported by a contract. According to Thomas Tourpel, marketing manager of the company responsible for marketing the “TOM” (Tubize Outlet Mall) project, “more than 100% of brands have also expressed their wish to integrate commercial buildings. So everything should be busy! This success can be explained by the geographical location of the site (25 minutes from Brussels and close to several communications hubs), by the very rare offering of this type of complex in Belgium and by the ecological dimension of the project (green roofs with urban agriculture, parks, cycle paths, etc.).

The private developer announces the opening of the Mall, towards the end of 2024. But it is still awaiting the construction of the famous northern bypass of Tubize, to facilitate mobility and access to the commercial complex, within the new Confluents districta district which will also include housing, offices, various services and facilities.

The mobility issue

After budgetary uncertainties, administrative, legal and technical difficulties, the northern Tubize bypass project now seems to be unblocked! But for the mayor, Michel Januth, he will ultimately be three years late for the inauguration of… the Outlet Mall. “After several discussions with the Walloon Region, we finally obtained a work schedule for this major road project, a project which has not yet started. We are told that construction will be completed in 2027, approximately 3 years following the inauguration of the Mall! For the customers of this commercial complex, the years 2025 and 2026 risk being complicated in terms of mobility, because Tubize is already saturated“.

For Michel Januth, as for the mobility alderman, Pierre Anthoine, the accumulated delays of this bypass project are the consequence of a series of difficulties. “In particular, there were uncertainties regarding the regional budget. This problem was subsequently resolved. But there were other obstacles linked to expropriations, soil tests, the administrative aspect, the technical file, the level crossing, etc.

Concerning other roads, the Urban Boulevard is progressing, despite a small delay due to technical problems. Finally, remember that a cycle lane should also see the light of day in the coming months.

A new mobility study is planned to update the data, in light of the progress of the various projects on the site. According to the office of Walloon Minister of Mobility Philippe Henry, at this stage of the study, without counting certain additional costs, “the bypass project is estimated at 25 million euros. A sum payable by inBW for 80%; And 20% for the Walloon partner Sofico“.
