Until Thursday, January 25, indications will be received for the bill, in the second constitutional process, which modifies various legal bodies regarding transparency, oversight and probity of municipal corporations and organizations.

This, after the Senate generally supported the text that, among other advances, allows the Comptroller General of the Republic to supervise municipal management, its corporations and foundations and the private institutions, with or without profit, that receive contributions, subsidies, direct transfers, tenders or public funds of any kind, from municipalities, regional governments or, in general, the State.

During the session, Senator Carmen Gloria Aravena highlighted the scope of the norm, which incorporates a Municipal Integrity Plan, with a person in charge, with analysis of the control unit of the municipalities, including external audits, among other points.

“These are the issues we should be addressing, this has no political color. The State has to modernize its legislation, generate greater control, and more regulations that allow the Comptroller’s Office to also do its thing,” he stressed.

The undersecretary of the Segpres, Macarena Lobos, meanwhile, recalled that the measure is part of the National Public Integrity Strategy.

“There is an expansion of the competence of the internal control unit for municipal corporations and foundations, which have been the focus of corruption issues. We believe that here we provide municipalities with efficient and effective tools to give them more transparency, prevention of corruption and conflict of interest,” he mentioned.

Meanwhile, the mayor of Peñalolén, Carolina Leitao, president of the Chilean Association of Municipalities (ACHM); She warned that “every time a new responsibility is assigned to municipalities, it is not accompanied by a budget,” alluding mainly to the reality of small municipalities.

Among the points that, in his opinion, should be reviewed, are control and technical supervision; hiring; consider situations of coexistence in the line of consanguinity; administrative status; among others, “always advancing tools that do not mean a paralysis of municipal action.”

At the local level, the mayor of Chillán Viejo, Jorge Del Pozo, insisted that “making transparent and improving the indices of inspection, transparency, and probity will effectively contribute to the strengthening of public institutions. It is very relevant that municipalities today guarantee that we have transparent actions, and that officials are highly honest, and furthermore, that each of the resources reaches where the needs are, therefore, this project that is advancing by leaps and bounds , is going in that direction and I celebrate it, I applaud it.”

He added that “today municipalities are being highly questioned, former mayors are in the spotlight, and not for good things, but for lack of probity, so this project is a balm to be able to ensure that our citizens continue to have hope today. regarding the actions of its authorities.”

Víctor Hugo Rice, mayor of San Nicolás, said that regarding this initiative “so important, that it is an advance in transparency, oversight and probity for the municipalities, without a doubt I totally agree, and I hope that every day there is more control, more supervision, because unfortunately, the truth is, that is missing. We, as an authority elected by the people, owe it to the people and we have to manage resources for the benefit of the people, and especially the people who need it most.”
