Before the 4th session, the 15th National Assembly, voters from the delegation of Lam Dong province sent a petition to the Ministry of Education and Training (Education and Training).

The recommendations are: Voters reflect that it’s not good to hold the national high school graduation exam and at the same time, it’s not okay for universities to partially take the above graduation results to consider university admission.

Firstly, the current high school graduation exam with a very high pass rate, is it necessary to organize the exam?

Second, taking the results of the national high school graduation exam for university admission does not really guarantee the quality of entrance to university education; especially important sectors that affect security, politics, people’s health and long-term social development of the country such as security, defense, education, health, etc. engineering, scientific research…

Regarding this issue, Minister of Education and Training Nguyen Kim Son has written the following reply:

– Regarding the maintenance of the high school graduation exam (high school):

In Clause 3, Article 34 of the Education Law No. 43/2019/QH14 stipulates as follows: “Students who have completed the upper secondary school program and fully satisfy the conditions prescribed by the Minister of Education and Training may take the exam, If they meet the requirements, they shall be granted a high school diploma by the head of the specialized education agency under the People’s Committee of the province.

Thus, the Education Law requires that an exam is required and meets the output standards to be recognized as a high school graduate and this rate can be high depending on the quality and level of meeting the output standards of local students. , schools, corresponding to socio-economic conditions and educational conditions of each region.

This differentiation is very meaningful for educational management, creating motivation for the quality of education to be maintained stably and constantly improving (without stopping the quality of education).

The Ministry of Education and Training has developed a plan to organize the high school graduation exam in 2023 and 2024 in the direction of keeping it as stable as in 2022; In the period from 2025 and the following years, the Ministry of Education and Training will study and organize the exam, consider the recognition of high school graduation from 2025 to ensure it is consistent with the innovation roadmap to assess the learning process.

About university admission:

In Clause 2, Article 34 of the Law on Higher Education dated June 18, 2012; The Law amending and supplementing a number of articles of the Law on Higher Education dated November 19, 2018 stipulates the enrollment organization of training institutions as follows: or a combination of entrance examination and examination; b) Higher education institutions decide on their own the methods of enrollment and take responsibility for the enrollment work.
