Prosecution of leaders and employees of 29-01V Registration Center in Hanoi

The Investigation Police Agency of Thanh Tri District, Hanoi, issued a decision to prosecute the accused, arrest and detain Mr. Le Van Ngan (Director of the 29-01V Motor Vehicle Registration Center), Tang Xuan Huy, and Mr. Vu Manh Hien (also Deputy Director of Registration Center 29-01V) and 10 others for the crime of “Receiving bribes”.

Previously, Thanh Tri district police discovered signs of violations occurred at the above registration center, so they focused on fighting and verifying.

Initial investigation results show that the 29-01V Registration Center works from Monday to Saturday morning, receiving inspection for about 60-70 vehicles every day.

Regarding tricks for accepting bribes, the police determined that when vehicle owners want to be quickly registered, they will leave 100,000 – 200,000 VND on the seat, dashboard, and gear lever before bringing the vehicle into the inspection area.

In case the vehicle has a technical fault, the inspector will notify the vehicle owner and ask to “pay” an additional 100,000 – 400,000 VND if they want to be ignored and have the vehicle inspected. If you do not give money, the owner of the vehicle will have to bring the vehicle back for repair and re-registration.

When giving money, the inspector will guide the vehicle owner to return to the queue to check or evaluate that the vehicle is always eligible. On average, each day, the subjects gain illegal profits of about 6 – 8 million VND.

The accused, who are inspectors, said that the technical error correction of the vehicle was done manually, without interfering with the mechanical system. This situation has been going on for a long time and is known by the center’s leadership.

At the end of each day, the amount received for the bribe is prorated. Specifically, 20% of the total amount given to Le Van Ngan for “external expenses”; one million VND to be deposited into the fund (depending on each day). The remaining amount will be divided equally into 51 parts, in which, the director receives 5 parts, deputy director 4 parts/person, inspector 3 parts/person, office staff, accountant and security guard 1 part/ People.

On January 10, Thanh Tri District Police made a decision to search the Registration Center 29-01V.

Authorities suggest vehicle owners or drivers who have been registered at this center, come to the Thanh Tri District Police headquarters to work and serve the investigation.
