With the purpose of advancing the peace talks between the Government and the Segunda Marquetalia criminal structure, of Iván Márquez, the Prosecutor’s Office lifted the arrest warrants for several of the ringleaders, so that they can move calmly through the national territory.

The leaders for whom the arrest warrants were issued are: Giovanni Andrés Rojas, alias Araña, main leader of the Border Command structure; José Vicente Lesmes, known as Walter Mendoza, third in command of the Second Marquetalia and José Aldinever Sierra, alias Zarco Aldinever, who would be the second in command of alias Iván Márquez.

Also included are William Danilo Malaver, alias Gerson González, second in command of the Vladimir Steven column of the Second Marquetalia, with investigations and arrest warrants for crimes such as kidnapping for ransom, conspiracy to commit a crime and rebellion; Alberto Cruz Lobo, alias Enrique Marulanda, who would be one of the sons of Manuel Marulanda Vélez, alias Tirofijo, with several trials for the crime of conspiracy to commit a crime. Luis André Figueroa, alias Popeye, who has at least 18 cases against him for crimes such as terrorism and aggravated homicide.

Other leaders who benefited from the suspension of arrest warrants were Allende Perilla Sandoval, alias Allende, leader of the FARC dissidents in the Pacific, who for a time was presumed dead, but appeared in a video of the criminal organization; José Darley Malagón Jiménez, alias Uriel, leader of the Iván Ríos front of the Second Marquetalia, with an arrest warrant for the crimes of homicide and trafficking, manufacturing or carrying of narcotics. The last one in the resolution is Henry Quiñones Angulo, with an arrest warrant for conspiracy to commit a crime and manufacture, trafficking and possession of firearms.

SEMANA learned of the most recent military report on these ringleaders and several from the National Criminal Directorate and the Intermediate Criminal Directorate, who would be in Venezuela. From the Criminal Directorate, the ringleaders alias Enrique Marulanda, alias Walter Mendoza and alias el Zarco would be in the border area on the side of the neighboring country. And from the Intermediate Directorate, alias Gerson González would also be in Venezuela.

The other ringleaders, such as alias Allende, alias Andrés Araña, alias Popeye and alias Tocayo, are in Colombia, according to the military report.

It was surprising that alias Iván Márquez, who has an extensive criminal record, will not appear on the list. In fact, it was recently learned that the Prosecutor’s Office brought a massacre to trial in which Márquez appears linked.

This is the vile murder of four councilors in Puerto Rico, Caquetá, in May 2005. The criminal action against the councilors was carried out by the bloodthirsty Teófilo Forero column of the FARC, which was commanded by alias El Paisa, but the order was given , according to the Prosecutor’s Office, by the General Staff of the extinct guerrilla, of which alias Iván Márquez was a part.

The Second Marquetalia was born after Iván Márquez betrayed the peace process signed by the FARC and the Santos Government. The former guerrilla leader took up arms again and was followed in his footsteps by Jesús Santrich, el Paisa and Romaña, who died, according to national intelligence, in a mafia retaliation in Venezuela.
