Deputies from United Russia have submitted a bill to the State Duma limiting the use of foreign words in the public space, including in and the media. Corresponding document published on the State Duma website.

As stated in the explanatory note, the initiative is aimed at “protecting the Russian language,” since deputies are concerned about “the active use of signs, inscriptions, and posting information about ongoing promotions, discounts and sales in a foreign language.”

According to the document, deputies want to supplement the law “On the Protection of Consumer Rights” with an article that will make it mandatory to use the state language when posting information about a product or service in public places. “Thus, it should become impossible to use such inscriptions as, for example, “coffee”, “fresh”, “sale”, “shop”, “open”, etc. on signs and shop windows,” the authors explain.

Deputies propose making an exception for brand names and trademarks.

In addition, the authors of the bill proposed amending the Law “On archyde news”, adding to it the rule that must be translated into Russian in a form “identical in content, equivalent in placement and technical design.”

In addition, it is proposed to amend the law “On the Mass Media”, supplementing it with a provision on the broadcast of information programs on all-Russian television and radio channels in Russian as the state language, which will also prohibit the use of foreign words that have synonyms in Russian.

The deputies also proposed amending the Town Planning Code of the Russian Federation, prohibiting the assignment of “names in foreign languages or using derivatives of foreign words and expressions” to residential complexes and microdistricts.

In addition, the bill provides for amendments to the law “On the State Language”, which proposes to indicate that “the protection and support of the state language of the Russian Federation contributes to the increase and mutual enrichment of the spiritual culture of the peoples of Russia, the preservation of all-Russian civil, cultural and linguistic identity.”

If passed, the bill will take effect on January 1, 2025.
