The “Notice” pointed out that since the beginning of winter, severe weather such as low temperatures, rain, snow, and ice has increased, the flow of people, vehicles, and logistics have increased, and the consumption of gas, electricity, oil, and coal has increased, making it a period prone to high incidence of production safety accidents. All localities and departments must have a sense of responsibility to “always be at ease”, strengthen political consciousness and responsibility, strengthen organizational leadership, fully implement the responsibilities of party and government leadership, departmental supervision and corporate entities, transmit pressure at all levels, comprehensively assess risks, and pay close attention to responsibilities and implementation of prevention and control measures.
The “Notice” emphasizes that relevant departments in various places should highlight key areas, key enterprises, key process equipment, and key operation links, and strengthen the supervision of key industries such as mining, hazardous chemicals, civil explosives, fireworks, water, electricity, and heating, and cultural tourism. Safety supervision and management, further consolidate the results of the province’s special investigation and rectification of major accident hazards in 2023, solidly carry out the “100-day battle” on safety production at the end of the year and the beginning of the year, and severely investigate and punish all types of safety production violations. It is necessary to continue to deepen the special rectification of urban gas safety in the province. Carry out fire source control and control for fire-related activities such as sacrificial fire, setting off fireworks and firecrackers, and lighting fires for heating, and strictly prevent forest and grassland fires caused by human factors.
