PTA gives another justification for slow internet speed – Pakistan

The Pakistan Telecommunication Authority (PTA) has confirmed that wholesale IP bandwidth providers are hindering the resale of IP bandwidth by other operators in Pakistan by imposing conditions.

In Pakistan, the wholesale IP bandwidth market is dominated by the four major cable operators PTCL, Transworld Associate (TWA), Cybernet and SCO. These companies provide bandwidth downstream to other Internet service providers, such as fixed-line and cellular mobile operators, who then sell it to residential and corporate customers.

Private website “Pro Pakistani” states that there is no provision in the operators’ legal framework and associated licenses that prevent downstream providers from reselling IP bandwidth to their retail customers.

The PTA believes that bulk sales agreements are creating trade barriers that should not be encouraged. Consequently, the PTA has invited comments from telecom operators on allowing resale of IP bandwidth by long distance and international (LDI) operators in Pakistan without any restrictions or conditions imposed.
