The inspector general of the State Administration, João Pinto, asked, this Tuesday, 19th, managers, in Benguela, to avoid egos and vanities when carrying out their duties, considering that public management is not sympathetic to this. The person in charge recognizes that governing means always being under pressure, but this does not justify committing illegality
Speaking at the opening of a seminar on “Ethics in Public Administration”, promoted by IGAE and which brought together, in the Benguela Administration, members of the Government, judicial magistrates and the Public Ministry, defense and security bodies and beyond, the inspector general stated that a manager must confine his action to the development plan, Constitution, in order to solve the citizen’s problem and “not make it difficult”. João Pinto says it is normal for a man to make mistakes, but he must admit it, inform and alert his body, so that liability can be mitigated, “because there was negligence and not intent.
It was not done on purpose and citizens know that things were done, the public interest was fulfilled”. According to the head of IGAE, when carrying out governance activities, one is always under pressure, requiring that whoever inspects must be a person of common sense and have emotional control. “Just like the judge who is prudent, who should not be led by emotions, doing so will determine whether the acts were illegal, illicit or irregular.
But know if they were made with a bad faith judgment to harm”, he warned the inspectors of the institution he heads. João Pinto points out that it is necessary for inspectors, in the exercise of their functions, to consider certain aspects and therefore suggests a thorough investigation of data, having reiterated the position expressed by the Head of State, João Lourenço, that IGAE “should not replace prosecutors or the Police”, it is up to this State body to observe and prevent acts harmful to good management practices.
“Were budgetary laws disrespected to satisfy collective or individual interests? This is what the Inspectorate does, warning. We as civil servants, who have the function of observing and informing the President of the Republic about legality, have to walk, because only by walking will we understand the problems”, he argued. The provincial governor of Benguela, in turn, looks at the principle of legality and sees in it the compass by which any public servant must be guided, in order to avoid acts harmful to the interest of the community.
“Our commitment towards citizens must be guided by professional, urban and morally acceptable conduct, considering that the ultimate aim of Public Administration is the fulfillment of the population’s desires”, highlighted Luís Nunes. The governor calls for discipline among public managers, based on justice, transparency and professional ethics, to establish the necessary relationship of trust between public servants and citizens.
That public manager hopes that the training promoted by IGAE will serve to capitalize and increase greater rigor for all employees in their daily processes, within the scope of administrative exercise, “since it constitutes a satisfactory opportunity that, in the pedagogical and training scope of the Inspectorate General of the State, we have the great pleasure of honoring you once again”, considers the governor of Benguela.
