Puerto Rico Reactivates Office to Fight Child Exploitation Online

San Juan, Puerto Rico – The Puerto Rico Department of Consumer Affairs (DACO) announced the immediate reactivation of its Office of Citizen Orientation Against Obscenity and Child Pornography in Radio, Television and the Internet. This move comes as authorities respond to a growing concern over the exploitation of minors through digital platforms, mirroring a global trend of increasing online abuse.

The office will serve as a central point for receiving and processing confidential reports related to obscene or exploitative content involving children. DACO will also focus on identifying emerging patterns in online exploitation, developing educational campaigns for parents and guardians, and collaborating with law enforcement agencies for investigation and prosecution. This renewed effort underscores a commitment to protecting vulnerable youth in an increasingly digital world.

“The administration of our governor, Jenniffer González, has a public policy of defending our children,” stated DACO Secretary Hiram Torres Montalvo. “Unfortunately, in recent months there has been an increase in attempts by unscrupulous adults to abuse and exploit minors. This phenomenon is not exclusive to Puerto Rico; It’s also observed in the United States, Europe, and Asia.”

Reymeric Aponte has been appointed to lead the reactivated office, tasked with coordinating interagency efforts and strengthening prevention and outreach initiatives. The office, which had been inactive for a period, will immediately resume operations as part of a comprehensive government strategy.

Rising Rates of Child Exploitation

The reactivation of DACO’s office comes amid alarming statistics regarding the increase in child sexual exploitation. According to data from the United States Sentencing Commission, cases of child sexual exploitation have risen by 62.5% since 2020. During the federal fiscal year 2025 (October 1, 2024 – September 30, 2025), a record 1,375 sentences were handed down in cases related to child pornography, as reported by El Sol de PR.

Further highlighting the issue, a 2023 study by the National Center for Missing and Exploited Children in the United States revealed that one in nine minors between the ages of 10 and 17 has been approached with sexual offers online.

The Role of Technology and AI

DACO recognizes the role of emerging technologies, including artificial intelligence, in facilitating the spread of exploitative material. “The apply of new technologies, including artificial intelligence algorithms in social networks and online video games, facilitates the exchange of information,” Torres Montalvo explained. A key focus will be educating parents and guardians about effectively monitoring their children’s use of social media and digital platforms.

The department will collaborate with various state and federal law enforcement agencies, including the Department of Justice, the Puerto Rico Police Department, the Office of Innovation and Technology Services (PRITS), and the Federal Bureau of Investigation (FBI). This coordinated approach aims to enhance the effectiveness of prevention and prosecution efforts.
