Putin-Kim Meeting: Deepening Military Cooperation, Advanced Technology, and Food Supply

A meeting between Vladimir Putin and Kim Jong-un is scheduled to take place in Russia later this month. The two heads of state want to deepen military cooperation between the two countries, as reported by the New York Times. Putin wants Kim to agree to supplying artillery shells and anti-tank missiles to Russia, and Kim wants Russia to supply North Korea with advanced technology for satellites and nuclear-powered submarines. He also tries to get food that is in short supply in North Korea.

The meeting is scheduled to take place on the sidelines of an economic forum in Vladivostok scheduled for September 10-13. Kim rarely leaves isolated North Korea, but would travel to Vladivostok on an armored train, according to anonymous US officials. However, it is also possible that he will meet Putin in Moscow.

The White House, citing released intelligence information, warned on Wednesday that Putin and Kim had exchanged letters in this regard. The new information about the planned meeting goes far beyond the previous warning – but the intelligence information about the plans has not been released by the US.

However, Adrienne Watson, a spokeswoman for the National Security Council, explained that Russian Defense Minister Sergei Shoigu recently traveled to North Korea to persuade Kim to supply artillery ammunition to Russia. During the meeting, Kim is said to have asked for a visit from Putin, and Shoigu then suggested that Kim go to Russia. At the end of August, a delegation of about 20 North Korean officials traveled by train to Vladivostok and then by plane to Moscow – a sign that North Korea is serious about a visit from Kim.

A year ago, the United States warned for the first time about cooperation between North Korea and Russia – it was also about buying artillery shells for use in Ukraine. However, the revelations deterred North Korea and few North Korean weapons found their way to Ukraine. (rfe)
