Moscow. March 14th. INTERFAX.RU – Russian President Vladimir Putin, in videoconferencing mode, on Thursday launched the construction of the first high-speed railway in the Russian Federation (HSR) from Moscow to St. Petersburg.

“The flagship starting stage will be the highway between Moscow and St. Petersburg; it will pass through the territory of six federal subjects, which are home to about 30 million people, which is about 20% of the total population of Russia. In the future, such dedicated high-speed routes will connect our other regions,” – Putin said.

“Currently, we are carrying out design work, they have already been completed for a number of sections, and within the framework of the central transport hub here in Moscow, the 5th and 6th tracks – this is the exit from the Leningradsky station towards St. Petersburg – construction is already underway , and this year we plan to spend 14 billion (rubles – IF), build a unique bridge across the Moscow Canal, and a number of even larger artificial structures,” the head of Russian Railways, Oleg Belozerov, reported to the president.

According to Belozerov, the construction of the high-speed railway will increase the speed of cargo transportation, as well as transport additional cargo in the amount of 30 million tons from almost 18 regions of Russia to the North-West.

The head of Sberbank, German Gref, noted that the bank has worked out a scheme for raising funds to finance the high-speed rail project.

“As for financing, in principle, we have collected an investment pool of 1.5 trillion rubles, financing from banks and pension funds. In fact, the financing mechanisms are all ready, and we are ready to begin financing construction together with VEB using the mechanism of a project financing factory. Construction of the plant is already underway “And then, of course, there’s the construction of the railway,” Gref said during his report.

The Moscow – St. Petersburg HSR is a priority and currently the most developed project for organizing high-speed rail traffic in the Russian Federation. The head of the Ministry of Transport, Vitaly Savelyev, reported to the president in February that the creation and operation of the highway would require a total of more than 2 trillion rubles, including over 600 billion rubles. from the state, including 580 billion rubles. from the National Welfare Fund.

It is assumed that the first high-speed railway can operate in the Russian Federation by 2028 and will reduce travel time between cities by almost half – from the current 4 hours to 2 hours 15 minutes.

The day before, Belozerov said in the State Duma that the company expects the implementation of almost all high-speed rail projects over the next 10-15 years.
