Ramón Dupuy remembered his grandson with a moving message on what would have been Lucio’s 7th birthday. It is the first anniversary after the reading of the verdict that condemned the mother of Lucio Dupuy, Magdalena Espósito Valenti, and her partner, Abigail Páez, to life imprisonment for the murder and abuse suffered by the little boy before he died.

Five months have passed since the verdict was read, almost two years since the child’s death and a law, but the pain persists. Ramón Dupuy posted on Facebook: “Daddy, today is your 7th birthday, you are not with us physically, but in our hearts, it hurts more and more, every day more and more the pain is unbearable”the first lines begin.

The investigation carried out by the Public Prosecutor’s Office, Magdalena Espósito Valenti, and her partner, Abigail Páez, subjected the child to assaults for more than two hours until they left him to die alone in the house.

When Páez returned home, after buying tickets for a bowling alley, he noticed that the little boy was without vital signs. There he took him to a medical room located in the Río Atuel neighborhood, where they tried to revive him. Finally, Lucio died at Evita Hospital after failed attempts to save him.

Finally, as a consequence of his persistence and tenacity, decree 253/2023 published in the Official Gazette, Law 27,709, known as the Lucio Law, was approved.

This law establishes continuous, permanent and mandatory training in the rights of children and adolescents, for “people who work in areas and dependencies of the Executive, Legislative and Judicial branches of the national State, who are a co-responsible part of the Comprehensive Promotion System and Protection of the Rights of Girls, Boys and Adolescents”.

In addition, the regulations clarify that “they may also be recipients of the aforementioned plan, agents of the provincial, municipal administrations and social, sports, recreational and cultural organizations, within the framework of cooperation and collaboration agreements with the application authority of this law”.

Taking into account different socioeconomic variables, “the contents of the Federal Training Plan” must be prepared “within six months from its publication in the official gazette of this law, in coordination with the Federal Council for Children, Adolescents and Family (COFENAF)”.
