The summary
The shared child education benefit, or PreParE, compensates parents who partially or totally interrupt their employment to care for their child under the age of three. The service was born in 2014 from the transformation of the free choice of activity supplement (CLCA). The aim of the reform was to reduce the remoteness of mothers from employment and to encourage the sharing of parental leave for education within the couple. One of the main innovations consisted in reducing the maximum period of payment of the PreParE for couples, two or more children, in which only one parent interrupts his activity.
This service has been the subject of numerous evaluation reports which have pointed out certain shortcomings without the Government, so far, proposing any new reform. In particular, fathers do not engage more in the sharing of parental responsibilities and the total number of beneficiaries continues to decrease. The work of the rapporteurs supports this observation while noting that the employment of women has generally been encouraged by the creation of PreParE.
The rapporteurs propose a reform scenario in two stages. A parametric modification can, without delay, be carried out in order to make the conditions for granting the benefit more flexible and to revalue its amount. In the long term, a solution of shorter leave paid in proportion to previous income should be considered in a global reflection on the childcare policy.
