Those complicated procedures, those seat disputes, and the battle for power over the matter, how can we outsiders manage it?

Let me show you two figures first: 700 to 80 billion per year, and more than 600,000 per month.

The Chinese University of Hong Kong is funded by the government, and the treasury allocates 78 billion yuan to the operation of the university every year. Duan Chongzhi, the president of the Chinese University hired by the United States, has a monthly salary of more than 600,000 yuan, and is also equipped with villas, drivers, servants, and Kao. These expenses are all paid by Hong Kong taxpayers.

If the university takes the money, the principal and the teacher pay the food, and then teach the students well and cultivate pillars for the society, I believe that most Hong Kong people will not care about how the university spends money and how the school board is formed? However, during the riots in 2019, CUHK became an arsenal, an arsenal, and a mob camp. The damaged campus cost more than 70 million yuan to restore. The principal who taught bad students was reappointed before the contract expired. Over the past three years, taxpayers have paid for the extravagance and wealth, and the troubled youths who have been educated by the violent university have to be accepted by the society.

Seeing this, everyone will understand that the affairs of universities are not only the independent affairs of institutions, but also the affairs of all Hong Kong people. Should we take care of them? Can you manage it?

A few days ago, three members of the Legislative Council, Zhang Yuren, Deng Jiabiao, and Liu Guoxun, proposed a private revision draft to reform the CUHK Council, which provoked the opposition who supported Duan Chongzhi to attack them, using their usual trilogy of troublemaking: spreading fallacies and personal attacks , to divert attention, to distort a good thing done by the three congressmen into a bad thing of “interfering with the autonomy of the institution”.

Why is “interfering with the autonomy of institutions” a fallacy? Then we need to see if CUHK today is “independent” or “independent”?

Imagine a company with a board of directors consisting of the chairman, CEO, heads of all departments plus a few outsiders. On this day, the board of directors held a meeting to vote to decide whether the CEO can be re-elected. In fact, the CEO has more than a year before the contract expires. He is still the boss of everyone in this year, and the vote must be raised on the spot. You said, as a director in charge of all departments Bureau members, under the staring eyes of the CEO, who dare not raise this hand of approval?

This is the current situation of the board of directors of CUHK. As a result, with only three members of the Legislative Council raising their hands to oppose it, the board of directors approved by a large majority to renew the contract with the pro-violent principal Duan Chongzhi.

This is not the only situation where the school management committee “acts on its own.” It is even more surprising to see the governance issues of CUHK in a letter from Leung Ying-wai, Chairman of the Board of Trustees of New Asia College, to Leung Mei-fen, Chairman of the Legislative Council Educational Affairs Committee.

Because most of the school board members are “friends” in the school, no one can supervise the principal and management. For example, when the chairman tells the principal to hold a school board meeting, the principal is not required to attend. The CUHK hospital owed a loan to the government, and the principal wanted to go to the Legislative Council to explain the painting, but the principal did not attend, so the chairman of the school board was asked to stand on his behalf. Without the knowledge of the school council, the university management sought a public relations company to change the school badge for no reason. After arousing strong opposition, the university management gave up. As a school council member, Mr. Zhang Yuren chased after him fiercely, demanding to explain who made the decision and how much money was spent. , As a result, everyone paid attention to him as a fool and refused to explain it at all.

There are also school board meetings that have not been held for a long time during the black storm, etc. All these, too many absurd things, all stem from the so-called “institutional autonomy” of the CUHK board of directors.

If self-reliance is the same as self-acting and “no king’s management”, then please also be independent in your finances.

CUHK receives RMB 700-800 million in funding each year, and President Duan earns more than RMB 600,000 in monthly salary. Last year, CUHK received RMB 82 million in research funding from the Hong Kong Research Grants Council, ranking first among local funding universities. What qualifications does an institution that wants to spread its hands over to ask people for money have the right to talk about autonomy?

Opponents of reform continue to personally attack the three congressmen, saying that they “cover the sky with one hand” and “kill the crab with a big stone”. If the congressman is a big stone, then, let me tell you, this big stone is the responsibility to the 7.4 million Hong Kong citizens, paying taxes People provide for us for a long time, so we only have three pairs of eyes for us to monitor, how many?
