On August 18, 2026, the regional assembly voted on a modified proposal that dials back a more aggressive roadmap originally envisioned by the Linke & Piraten faction. The initial motion aimed to phase out proprietary systems by the expiration of existing contracts, or by 2029 at the latest.

Instead of a binding migration timeline, the approved compromise forces a short-term feasibility study. It mandates an audit to identify where proprietary systems can be replaced. Linke & Piraten criticize that no binding transition was decided.

“Where technically possible, expiring licenses should be replaced by open source—at the region and its companies,” stated Bruno Adam Wolf, digital policy spokesperson for the Linke & Piraten faction, highlighting regional digital sovereignty, citizen data protection, and a reduced reliance on single providers.
