ALGIERS – The Minister of Housing, Urban Planning and the City, Mohamed Tarek Laribi reported, Saturday in Algiers before the Finance and Budget Committee of the National People’s Assembly (APN), 460,000 units of housing, all options combined, included in the finance bill (PLF 2024), including 230,000 rural housing units.

The session took place under the chairmanship of Mr. Saad Beghidja, President of the Commission, in the presence of the Minister of Relations with Parliament, Basma Azouar.

The program registered under the PLF 2024 includes 210,000 housing units, all formulas combined, to which are added 250,000 other units (100,000 of the public-rental type and 150,000 rural housing units), decided by the President of the Republic, Mr. Abdelmadjid Tebboune during the Council of Ministers on October 25, thus bringing the total housing registered in the program to 460,000 units, said Mr. Laribi.

According to the figures given by the minister, the program is distributed as follows: 130,000 public rental housing (social), 20,000 public promotional housing (LPP), 230,000 rural housing units and 80,000 social housing estates.

The completion of these projects will make it possible to reduce the occupancy rate per dwelling (TOL) to 4.18 at the end of 2024 compared to 4.25 recorded at the end of 2023, underlined Mr. Laribi, predicting that this rate will settle, at the end of 2025, at 4.12.

To do this, the 2024 PLF provides for commitment authorizations of around DA 1,104.32 billion, an increase of 100% compared to 2023, in addition to DA 564.313 billion allocated to payment credits.

An envelope of 711.79 billion DA was devoted to commitment authorizations and 313.52 billion DA for payment credits, within the framework of the new program for the creation of 460,000 housing units.

Concerning the public equipment program, the PLF 2024 provides 261 billion DA for commitment authorizations and 26.8 billion DA in payment credits intended for the construction of 236 public structures (schools, polyclinics and Sûreté headquarters. ..).

The PLF also includes a major equipment operation relating to the monitoring and implementation of the media city project “Dzair Media City” and the allocation of 64 billion DA for commitment authorizations and 40 billion DA for payment credits intended for the completion of the Douera stadium project (Algiers) and the construction of the Bechar and Ouargla stadiums (with a capacity of 25,000 seats each).

This budget also includes an urban planning and development project of 84.476 billion DA in commitment authorizations and 60 billion DA in payment credits intended for the construction of roads and various urban improvement works and projects as well as that the towns and new towns program with an envelope of 16.8 billion DA in commitment authorizations and 34 billion DA in payment credits intended to support five new operations relating to development works in the new towns of Sidi Abdallah, Bouinan, Draa Erriche, Ain Nahas and Ali Mendjli.

Regarding the new legislative measures planned for this sector, the minister reviewed a battery of procedures proposed in the bill, such as the granting by the State of a 10% reduction for the benefit beneficiaries of “Rent-Sale” type housing having paid 25% of the cost of housing and wishing to regularize the situation of their housing before the due date.

Another planned measure, the State guarantee of housing savings dedicated exclusively to financing public housing programs for the benefit of savers and exempting its income from global income tax (IRG) for a period of three years from January 1, 2024.

The minister also underlined that the year 2024 will be marked by the launch of the implementation of the “AADL 3” program, announced by the President of the Republic on the occasion of the visit he made to the wilaya of Djelfa. (APS)
