The goal of planning is to fully identify the value and complete the system of records and data of the special national historical site Doi Son (Doi Son).Long Doi Son Pagoda); preserving, embellishing and promoting the value of national historical relics, especially Doi Son pagoda, into a place to introduce and honor folk culture and art associated with village cultural institutions, contributing to world education. young generation about national cultural traditions; forming an attractive historical and cultural tourist spot, connecting with other relics and tourist spots, forming a chain of cultural services and suitable tourism models, contributing to socio-economic development conscious Ha Nam.

At the same time, as a legal basis for the management and implementation of component projects on investment in construction of technical infrastructure systems, preservation, restoration and restoration of monuments according to the approved planning; develop regulations and solutions for management and control of architectural and landscape planning space in the relic area.

Completely establish boundaries of protected areas, promote the value of relics as a basis for setting up landmarks, zoning functions and structures, and land use norms (relic areas, residential areas, protected areas). environmental protection…).

Orientation to organize space, arrange technical infrastructure suitable to the stages of conservation and promotion of relic values.

The scope of planning research is 82.4ha, including: Doi Son pagoda special national relic with zoning Protected Area I has an area of ​​3.18ha, Protected Area II has an area of ​​11.37ha; the extension and transition area covers an area of ​​67.85 ha.

Objects of planning study include the historical area and national art architecture, especially Doi Son pagoda, landscape space, surrounding ecological environment; the values ​​of tangible and intangible cultural heritage, documentary heritage, relics, antiquities, national treasures, archaeological artifacts, festivals associated with the relic; factors on ecology, topography, topography, socio-economic, urban and population in the study area; relevant institutions and policies and technical infrastructure systems, connected transport systems in the planning area; land use situation around the monument…

The content of planning tasks includes: determining requirements for research, survey and assessment of the current status of the monument; research and evaluate socio-economic factors and natural environment related to planning contents; identify typical characteristics and values ​​of relics; content and orientation of preservation, restoration, restoration and promotion of the value of the monument; orientation of spatial organization of architecture, landscape and construction of new works.
