The budgetary situation needs to be adjusted to pay these cases awaiting payment.

“Since the beginning of the year, 2,696 cases have already been processed, of which 619 cases are awaiting payment”, concedes Urban spokesperson Federica Sasdelli. “The number of files to be investigated has therefore more than tripled and even if the teams manage to absorb this increase in terms of administrative management, the budgetary situation needs to be adjusted to pay for these files awaiting payment. Discussions are underway with Brussels Environment to resolve this.”

Readjust the budget

Federica Sasdelli recalls that the budget allocated to renovation and energy grants has been constantly increasing since 2019. “In 2023, it was a question of anticipating the success of Renolution and the communication campaign associated with it. , to apprehend the reform of the bonus system, taking into account the energy crisis and the consequences that we could imagine on the requests for bonuses. In this context, Urban’s Renolution budget has seen several significant increases to reach today more than 17 million euros.”

Last June, Urban had already drawn the wrath of Brussels owners who had only seen the amount of their bonus granted in part, even though they met all the conditions and complied with all of the administrative procedures. In question: a budget of 12 million euros which had not resisted the influx of requests. The Brussels government had thus reinjected Urban 12 million euros in July.

But today, it is clear that Urban’s budget is already at the floor, paying almost no bonus for three weeks. Whose fault is it ? “You have to ask Urban” comment the cabinets of Rudi Vervoort (PS), Minister-President of the Brussels-Capital region, and Alain Maron (Ecolo), Brussels Minister for the Environment and Energy.

Real estate: success of the “Renolution” bonuses, will the substantial increase in the budget be enough to meet demand?

Silence of the administrations

At the head of a company which helps owners in particular to recover the subsidies to which they are entitled, Robin du Parc, CEO of Primes Services, explains that if all goes well on the side of Brussels Environment, he is starting to be “fed up to serve as a punching bag for our customers who are unhappy with the delay in paying their Urban premium and, on the other hand, to suffer the silence of the administration”.

We’re tired of serving as a punching bag for our customers who are unhappy with the delay in paying their Urban bonus.

At present, his company, which handles about 15% of the premium management market, finds itself with 128 cases sent to Urban, including 45 submitted before April 2023 that “theoretically should already be paid today”. The average value of a file at Urban varies between 20 and 40,000 euros: Primes Services therefore expects between 1 and 2 million euros in payment to their clients from the administration. “And I’m not talking about the 83 files that have been introduced since May.”

Federica Sasdelli explains for her part that Urban’s objective is now “to clean up the budget for 2023 and approach 2024 by learning the lessons of this first year. We make it a point of honor to find concerted solutions in order to allow continuity in the investigation of cases.”
