Mr. Giang Chan Tay, owner of a petroleum retail business in Tra Vinh, and also a representative of hundreds of petrol and oil retailers who are submitting petitions, said that the disruption of petroleum supply in the past time had The reason is that many regulations on petroleum management are not appropriate, especially those at retail.

Mr. Tay said that according to regulations, gasoline is an essential commodity, so regardless of profit or loss, businesses are still forced to sell, if they stop selling, they must have a good reason, otherwise they will be fined.

And in fact, in the past time, despite having to bear a discount of 0 dong, petrol and oil retail stores still have to maintain their business.

According to retail businesses, they can only get goods from one place, so after signing the contract, they will be forced to discount, the merchants who distribute the discount must receive as much as they can. Even after 1 or 2 years, if you change to another distributor, you will still be forced to discount like that. Because the distributor knows that if the retailer does not take their goods, they cannot take the goods of another distributor.

“Retail businesses are in a very tight position, all competition is eliminated. Currently, the Ministry of Industry and Trade is developing a draft Decree amending and supplementing Decree 83/2014 and Decree 95/2021 on petroleum trading, but the amendments and supplements to this draft Decree remain unchanged. What can be done with the current situation of retail enterprises “- Mr. Tay said.

A petrol retailer in the South also pointed out an unreasonable point. That is, a distribution trader also owns a retail store but can pick up goods from many places, and a retail trader can only pick up goods from one place.

“As recently as the Ministry of Industry and Trade has withdrawn the license of a number of petrol and oil wholesalers and distributors, retail businesses that take goods from that distribution system have cut off supply because they cannot manage it in time” – this enterprise shared. .

From the above inadequacies, petrol retailers propose to set a minimum fixed discount rate for petrol and oil retailers at an appropriate level. For retail businesses to get goods from three sources instead of just one source as at present to eliminate monopoly, flexibility in the source of goods when one place cannot supply goods in time, avoiding supply disruptions.

At the same time, businesses also propose to eliminate the type of petrol and oil distributors to reduce intermediary costs. If the type of traders is still allowed to distribute, retail activities will not be allowed to ensure healthy competition for petrol and oil retailers.
