Romania has shut down its final operational nuclear power reactor at the Cernavodă plant as severe, prolonged drought causes Europe’s second-longest river, the Danube, to plunge to record-low levels.
The Anatomy of a Crisis at Cernavodă
Just before midday on Thursday, the second of two 706-megawatt reactors at the Cernavodă nuclear power station was disconnected from the Romanian electricity grid, according to reporting by the BBC. The plant, which relies on the Danube River for crucial cooling water, had already taken its first reactor offline in July due to declining river volumes. Plant director Romeo Urjan told the AFP news agency that authorities do not foresee a restart within the next 10 days, noting that hydrological forecasts project a continuous decrease in the flow and level of the Danube.

Before this summer, drought had forced a reactor offline at Cernavodă only once before, back in 2003. As reported by Politico, emergency interventions—including dredging, rock blasting, and the sinking of barges loaded with rocks—bought operators roughly another week of operation before conditions forced the complete cessation of generation.
Broader Energy Pressures and Cross-Border Ripple Effects
The Cernavodă facility normally supplies roughly 20 percent of Romania’s electricity. While solar and wind generation help buffer the shortfall during hot, windy daytime hours, grid operators are forced to supplement traditional coal- and gas-powered evening generation with energy imports. Romania’s extensive hydropower capacity has also suffered severe cuts due to the same low river levels impacting the nuclear facility.

The hydrological squeeze extends far beyond Romanian borders. In neighboring Hungary, Prime Minister Péter Magyar warned last month that the Soviet-era Paks nuclear plant, which operates four reactors, could face a total shutdown for the first time. According to Politico, Hungary has scrambled to keep Paks operating as output dropped significantly, leading authorities to order the construction of a riverbed barrier and place backup barges on standby should water levels fall further.
