The “Congress of People’s Deputies” was created in Poland in 2022. Its founders are ex-deputies of the State Duma Ilya Ponomarev, Gennady Gudkov and former lawyer Mark Feigin (all three are recognized by the Ministry of Justice as foreign agents).

The first NGO meeting was held in November 2022 in the Polish Yablonia. It was attended by former Russian deputies of various levels and convocations who oppose Russia’s military operation. They also insist that they are “the only representatives of society and the state who have the democratic legitimacy they have received from Russian citizens.” During the NGO congress, participants reported conflicts between them.
