Russian forces launched a drone strike on a crowded shopping center in Kryvyi Rih on Aug. 21, killing at least 15 people and injuring 130 others, including 23 children, according to local authorities and regional officials. The daylight attack involved a jet-powered Shahed-type drone flying at extremely low altitudes, striking the commercial complex in two separate waves approximately thirty minutes apart as emergency services responded to the initial impact.

President Volodymyr Zelensky condemned the assault as an “absolutely cynical and vile strike,” noting that the secondary explosion occurred while rescue personnel were actively working at the scene. Oleksandr Vilkul, head of Kryvyi Rih’s Defense Council, specified that the second wave involved a jet-powered drone. The strikes hit one of the city’s largest shopping and entertainment centers at around 4:30 p.m., according to Ukraine’s Prosecutor General’s Office.

The resulting fire engulfed roughly a third of the shopping center’s total area. Internal Affairs Minister Ivan Vyhivskyi stated that police and emergency crews immediately began evacuating visitors, administering first aid, and fighting the blaze, though firefighting efforts faced persistent hazards from the threat of subsequent strikes.

Casualties and Ongoing Rescue Operations

The Dnipropetrovsk Regional Prosecutor’s Office confirmed the death toll of 15 people by late evening. Among the 130 injured individuals, 29 remained in serious condition, including five children. Local authorities noted that several residents remained unaccounted for and unreachable as search-and-drop operations continued into the night.

Ukraine’s Human Rights Commissioner Dmytro Lubinets emphasized that the targeted complex was a civilian hub where citizens gathered for routine daily activities. “People came to the shopping center for their ordinary business: to shop, to work, or to spend time with loved ones. For Russia, this makes no difference,” Lubinets said, adding that the attack demonstrates civilians remain a deliberate target in the ongoing war.

Regional Context and Precedent

The assault in Kryvyi Rih followed a broader wave of Russian attacks across Ukraine that killed at least six people and injured 77 others over the preceding 24-hour period. The Dnipropetrovsk Oblast city has repeatedly experienced heavy civilian casualties during the full-scale invasion. A previous ballistic missile strike on April 4, 2025, hit an area near apartment buildings and a children’s playground in the city, resulting in 19 deaths—including nine children—and 75 injuries.
