Pretoria – A web of allegations involving high-ranking South African police officials, a controversial businessman and potentially illicit financial dealings has emerged during testimony before the Madlanga Commission of Inquiry. Suspended Deputy National Commissioner for Crime Intelligence Shadrack Sibiya has accused General Hilda Senthumule of receiving undisclosed benefits from Vusimuzi “Cat” Matlala, including the alleged funding of a Brazilian Butt Lift (BBL) procedure. These claims are part of a broader investigation into Matlala’s alleged influence within the South African Police Service (SAPS) and his access to lucrative state contracts.
The allegations stem from Sibiya’s testimony this week, where he detailed a pattern of gifts and financial support allegedly provided by Matlala to several police officials. Matlala, described as a “tenderpreneur” and “security boss,” is currently facing criminal charges, including attempted murder and fraud, according to reports from October 2025. Beyond the alleged BBL funding, Sibiya claimed Senthumule also accepted a donation of 10 refrigerators from Medicare, which were then awarded to outstanding officers at the SAPS National Excellence Award. The testimony also revealed connections between Matlala and Brigadier Rachel Matjeng, a senior SAPS official who reportedly identified Matlala as her boyfriend. Matjeng had previously testified that she requested Matlala purchase the weight loss drug Ozempic for her and also received money from him, EWN reported.
Matjeng reportedly admitted to knowing colleagues who had undergone BBL procedures but denied having the surgery herself. Sibiya attempted to bolster his claim regarding Senthumule’s alleged procedure by stating she required time off operate to recover, unable to sit comfortably. “In my case…because I work with her every day I had to give her (days) off because she could not sit even in the car or in the office because she couldn’t work. She had to at all times be standing,” Sibiya told the commission.
The allegations against Matlala extend beyond financial influence and alleged medical benefits. He is also accused of receiving gifts himself, including 20 impalas (antelope), from Sibiya, claims Sibiya vehemently denies. According to ENCA, Sibiya is currently testifying before the Madlanga Commission, and was questioned on Friday, February 20, 2026.
