Three owners were ordered to pay the maximum fine provided for this type of offense, 5,000 euros; four others were sanctioned more lightly. On Tuesday, September 26, Paris City Hall took stock of its action to control rent control, for which it has had the skills for nine months.

” In between (…) January and September 2023, 1,181 reports were collected by the City of Paris, almost ten times more than the State”which had collected 120 reports in three years, announced Tuesday at a press conference Ian Brossat, deputy mayor of Paris in charge of housing.

The first city to have applied rent control in mid-2019, Paris has been since 1is January the first to be able to directly control this supervision. A first judged assessment ” positive “ by the chosen one, but who highlighted “a certain amount of abuse, particularly on small areas”.

50% of reports concern studios

Nearly 50% of the reports made over the period concern studios, and 30% two-room apartments. These reports therefore concern more fragile populations such as “students, young workers, or older singles”specified Mr. Brossat.

In the 16e district, the owner of a 15 square meter accommodation, rented for 900 euros for twenty-three months – for an authorized rent of 583 euros – was, for example, sentenced to the maximum fine provided for this type of offense, 5 000 euros.

Over the period, 45 files were regularized. Seven reports in total resulted in financial sanctions, “last summons” for owners. “Seven fines have just been issued, including three with a ceiling of 5,000 euros”affirmed the elected official, specifying that “34 information letters prior to the fine” were also issued.

In the capital, “made up of two thirds of tenants”the 18e11e et 15e districts come first in number of reports, due to “of a significant population”, but also “a substantial private housing stock”he added.

Of the 1,181 reports made, 47% were investigated by the town hall. Among them, “61% put [au] day of proven exceedances »the others not being eligible or concerning additional rent which does not fall within the competence of the City of Paris, explained the elected official.

In total, 183 formal notices were sent to owners, among whom 68% presented “a monthly excess of more than 100 euros”.

Eighteen municipalities in Ile-de-France and several French urban areas said to be in tense areas such as Lille, Lyon or Montpellier have since joined this system, set up in 2019.
