Shi Taisheng, the second generation from other provinces, was born in Tainan Military Village in 1946. He ran for the Tainan City Councilor three times. In 1973, he ran for the Tainan City Councilor for the first time and lost. In 1982, he again lost the election. In 1990, he ran for three times before being elected.
