President Mohamed Muizzu of the Maldives met with Indian Prime Minister Narendra Modi and External Affairs Minister S. Jaishankar in New Delhi in August 2024 to establish a new framework for bilateral economic and security cooperation.
The visit focused on stabilizing diplomatic relations following a period of friction triggered by President Muizzu’s campaign pledges to remove Indian military personnel from Maldivian soil. During the meetings, the two governments agreed to a roadmap for the transition of Indian security personnel, replacing military boots on the ground with civilian technical experts to maintain existing operational support.
Financial Assistance and Budgetary Support
India has committed to providing a budget support facility to the Maldives to assist the island nation in managing its current foreign exchange challenges. This financial arrangement is designed to provide immediate liquidity to the Maldivian treasury, addressing a critical economic vulnerability that has complicated Male’s internal fiscal management.

The agreement extends beyond immediate grants, focusing on the continuity of Indian-funded infrastructure projects. Both nations confirmed that ongoing developmental initiatives, including the Greater Male Connectivity Project, will proceed according to their established timelines to avoid further economic disruption in the capital.
Security Transition and Personnel Status
The discussions in New Delhi formalized the process of withdrawing Indian military personnel from the Maldives. This move follows months of diplomatic negotiations regarding the status of forces and the legal framework governing their presence. The transition to civilian experts is intended to satisfy the Maldivian government’s sovereignty requirements while ensuring that the technical capacity for aviation and maritime surveillance remains intact.
External Affairs Minister S. Jaishankar emphasized the institutional nature of the partnership, noting that the security relationship is based on mutual respect for sovereignty and a shared interest in regional stability in the Indian Ocean.

The visit marks a shift from the “India Out” rhetoric that characterized the early months of the Muizzu administration.
