Singapore and Vietnam to Launch Inaugural High-Level Strategic Dialogue on August 25
Singapore and Vietnam are set to convene their first high-level strategic dialogue on August 25, marking a significant milestone in bilateral relations following the elevation of their ties to a Comprehensive Strategic Partnership in March 2025. The inaugural Singapore-Vietnam Strategic Dialogue (SVSD) will be co-chaired by Singapore’s Coordinating Minister for Public Services Chan Chun Sing and Vietnam’s Permanent Member of the Communist Party of Vietnam (CPV) Central Committee Secretariat Tran Cam Tu, focusing heavily on technology cooperation, governance, and capacity building.
Diplomatic ties between Singapore and Vietnam have accelerated over the past year. President To Lam’s official visit to Singapore in March 2025 formally elevated bilateral relations.
The upcoming dialogue, jointly organized by Singapore’s Public Service Division (PSD) and Vietnam’s foreign affairs ministry, carries the overarching theme “Towards a Resilient Future: Elevating Singapore-Vietnam Partnership for Technology and Capacity Building to New Heights.” Leaders from both nations will use the platform to exchange insights on modern governance, public service transformation, and leadership development.
Deepening Technology Connectivity and Talent Development
Beyond broad governance frameworks, the August 25 discussions will drill down into two distinct sub-themes: developing future-ready talent and establishing a new model for technology cooperation aimed at creating a shared innovation space. According to updates from AsiaOne, the agenda features the issuance of a joint statement concerning the Singapore-Vietnam Technology Connectivity Strategy.

This technological alignment taps into Vietnam’s complementary strengths with Singapore’s advanced digital infrastructure.
In addition to technological frameworks, the dialogue will address institutional capacity. Delegations are slated to review an agreement between the two countries’ foreign affairs ministries regarding study visits for members of the Communist Party of Vietnam.
High-Profile Delegations and Political Itineraries
Minister Chan Chun Sing will lead the Singaporean team, which includes Minister for Foreign Affairs Vivian Balakrishnan, Minister for Digital Development and Information Josephine Teo, Senior Minister of State for Education and Sustainability and the Environment Janil Puthucheary, and Minister of State for Defence Desmond Choo, alongside senior government officials.
Tran Cam Tu’s Vietnamese delegation features Nguyen Duy Ngoc, Head of the CPV Central Committee Organisation Commission; Nguyen Thanh Nghi, Head of the CPV Central Committee Policies and Strategies Commission; Doan Minh Huan, Head of the Ho Chi Minh National Academy; Foreign Affairs Minister Le Hoai Trung; and Minister of Science and Technology Vu Hai Quan.
During a visit spanning August 24 and 25, Tran Cam Tu will hold a series of meetings alongside the core dialogue sessions. His itinerary includes courtesy calls on President Tharman Shanmugaratnam and Prime Minister and Minister for Finance Lawrence Wong. He is also scheduled to meet with Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam, as well as Speaker of Parliament Seah Kian Peng.
As these senior officials gather, the inaugural strategic dialogue is poised to transition bilateral ambitions into concrete operational frameworks.
