As the elections approach, the parties unveil their program and particularly their health program. For this first article, the floor is given to the Socialist Party which presents 10 proposals in the field of health.

The general will of Socialist Party is to give priority to improving working conditions and increasing wages, with a proposed tax reform to increase the net income of employees by 300 euros per month. Reducing working hours is another important area for him which goes hand in hand with strengthening Social Security and health care.

1 – A better place for consultation

Within its “health” program, the PS obviously intends to set the growth standard for the health care budget at 3% between 2025 and 2029. It seems urgent to “restore its place to consultation in the budgetary arbitrations carried out in the within health insurance. »

2 – Drug shortages

It also wishes to encourage companies to carry out clinical research in line with the proven health needs of the population by establishing “a list of medicines meeting health needs as identified by the public health body and approved by the or the Minister of Public Health. » To combat drug shortages, he wants the development of generic and biosimilar alternatives.

3 – Free at the general practitioner

For him, it is also essential to establish free service for general practitioners and dentists by eliminating the part paid by patients (moderatory fees) and also to better protect patients thanks to a “price shield” limiting additional fees. for hospitalizations, consultations and examinations outside of hospital (ambulatory). The PS wants to increase the resources for the Impulseo I, II and III devices. He also wants to raise awareness among the medical profession of the “Teach-Back” method (communication by reformulation). In fact, 40 to 80% of medical information during consultations is forgotten.

4 – Fight against supplements

From 2024, supplements are prohibited for patients benefiting from the increased intervention (BIM patients). The PS proposes to extend this ban to other categories of patients (under 18 years of age, patients suffering from chronic illnesses, elderly patients, etc.) and to cap the amounts of fees for other categories by setting mandatory maximum prices. . The ban on supplements for consultations must apply both in the hospital environment and outside the hospital. Finally, he wishes to regulate supplements in hospitals by setting a maximum volume that each hospital is required not to exceed.

5 – The climate challenge

Health will also involve the integration of climate challenges by strengthening the prevention and health promotion sector: It will also be necessary to finance the transition and decarbonization efforts of hospitals via a reform of the financing mechanisms for hospital infrastructures in Wallonia and Brussels and develop a truly coordinated hospital waste management policy.

6 – Plan cancer

Among its priorities, the PS proposes to adopt at the start of the legislature two interfederal plans for cancer and chronic diseases (respiratory diseases, neurodegenerative diseases, diabetes, etc.) and to considerably increase the means linked to primary prevention and early detection of these diseases. In terms of autonomy, one of the challenges of the years to come, “the challenge of caring for older people will involve the adoption of an interfederal “autonomy” plan to face the challenges of dependency to guarantee quality care (at home or in institutions) and life choices”.

7 – Fight against the private practice of specialists

The PS also intends to fight against the flight of hospital practitioners towards private practices by establishing maximum transparency of prices. It also proposes to enhance the status of approved service providers by reserving for them a series of advantages apart from the simple reimbursement of their services (IT bonuses, installation bonuses, INAMI practice bonuses according to population and/or service provider parameters on a specific area….).

8 – Better finance hospitals

For him, it is also time to change the financing of hospitals towards an all-in flat rate system per pathology and per admission. The reform of hospital financing must also combat numerous “hidden” room supplements. Finally, he sounds the alarm: “we must avoid the risks of communicating vessels: the risk of medical staff being transferred to the outpatient clinic is real. »

This hospital approach should also make it possible to better finance the hospital’s cross-functional missions such as infectious diseases, on-call care, etc. and to strengthen its role as a “single technical platform” for all technical procedures. and medical services (excluding consultations) provided there

9 – Cybersecurity

Financing a “cybersecurity” master plan is a priority

10 – Violence and hardship

Finally, he would like us to define arduousness for careers in personal care and assistance, in particular the aspects of heavy professions (pension, unemployment scheme with company supplement, time credit) without forgetting to prevent and combat violence against service providers. The PS wants to increase the severity of sanctions.
