Solidarity at Source: Major Social Reform in France and its Impact on Social Assistance Payments

Today in France, more than 30% of those entitled to CAF aid do not use it, mainly due to lack of information. A particularly worrying situation which triggered the establishment of solidarity at source. It’s about a “major social reform” aiming to modify the method of payment of social assistance.

According to Gabriel Attal, solidarity at source aims to simplify, and later, automate the procedures for those entitled to social benefits. The principle is that each person is kept informed of the aid to which they are eligible without having to check their eligibility themselves and carry out often long and tedious procedures. Eventually, “dAs soon as you have benefits, a certain amount of public aid, you will be paid automatically. The administration knows your situation and your eligibility. You can access it directly, without any complex administrative procedures to do”explains LREM deputy Laurent Saint-Martin, quoted by Radio France.

And to achieve the automation of payments, the entire social assistance system must be reformed. A first step is planned for this summer, according to the Prime Minister. “ We will allow, for a certain number of social benefits, the forms to request them to be automatically pre-filled with the information available to the State. This is a very important first brick for solidarity at the source which is the system on which we want to arrive at the end of the mandate », indicated, last February, Gabriel Attal on France 2.

If this electoral promise from Macron is intended as a means of reducing the rate of non-recourse to social assistance, the association for the defense of the rights of freedoms on the Internet, The Quadrature of the net, which previously denounced the algorithm used to fight against social fraud, sees it as another tool for monitoring CAF beneficiaries.

« From now on (with solidarity at the source, Editor’s note), the CAF algorithm will benefit from “real-time” access to the financial resources of all 12 million beneficiaries (salaries and social benefits) », warns the association in a report published March 13. According to the latter, “ the CAF algorithm will be powered by a gigantic database (…) This database, created in 2019 during the implementation of the reform of the “contemporaneization” of APL7, is updated daily, and offers unrivaled beneficiary monitoring capabilities ».

As a reminder, this is not the first time that the methods used to reform the social assistance system have been denounced by associations. In addition to Quadrature du net, many other organizations, including the Foundation Abbé-Pierrethe ATD Fourth World or the Human Rights League, protested against the Datamining method used by the Family Allowance Fund to fight against social fraud. In an open letter, they urged the Prime Minister to review this algorithm, described as discriminating against the most vulnerable beneficiaries.
