Some M3 Macs ship with macOS 13 and aren’t upgrading to 14

Launched last week, the new 14-inch and 16-inch MacBook Pro and the 24″ iMac with chips M3 [Pro/Max] are now arriving to first buyers in some countries. However, a very unexpected surprise regarding computers: some come with the macOS Ventura 13 installed, instead of the latest macOS Sonoma 14.

Not only are Macs running the older version of the system, but it is also an unreleased build of the software. To make matters worse, when trying to update the machine to macOS Sonoma, the device reports that it is already on the most updated version.

One of the people to receive a computer with macOS 13 was the content creator Brandon Butchwho was only able to force the update on his new MacBook Pro by activating the beta updates option.

My MacBook M3 came with macOS Ventura..
..and I can’t even update to macOS Sonoma ????
.
Enabling the “beta updates” allows you to install the Sonoma, but I would imagine most average consumers won’t think to do that.
Apple needs to push an update for M3 machines.

What makes the situation even more surreal is that, as noted by researcher @aaronp613, new versions of Safari 17.1 were also released — specifically for macOS Ventura, adding support for the 14″ MacBook Pro (M3) — and Rosetta, also for the old system. The Mac system build numbers are the same as those found in Rosetta, showing that this build was indeed released especially for the new computer.

Considering that macOS Ventura 13.5 was released in July this year, this development is probably an indication that Macs have been produced and stocked for a long time. Users also have no success updating their Mac through the App Store, although they can also do so by downloading the Install Assistant to update the computer manually.

So far, the problem is only affecting the most basic model of the 14″ MacBook Pro, with the M3 chip, and the new 24″ iMac, which uses the same chip. It is not yet known when and what exactly Apple will do to resolve this situation, so we will continue to follow!
