Report produced in 1986. It was at the Royal Observatory of Belgium that four comets were discovered in the space of 14 years and among them the unforgettable Arend-Roland comet. A true fairy tale for an astronomer which propelled the Royal Observatory of Belgium into fame. However, the venerable institute, founded in 1824 on the initiative of the astronomer and mathematician Adolphe Quetelet, had long since initiated a tradition of research and observation which continues. The ORB has become the World Center for observing sunspots and one of the stations for receiving and processing messages sent by navigation satellites. The Royal Observatory of Belgium also participates in a global earthquake monitoring network and helps other countries accurately determine the epicenter of their earthquakes. But so many glorious activities should not give rise to illusions. Despite the value of its researchers, the establishment suffers, like others, from staff shortages which compromise the exercise of its multiple missions. Because alongside its scientific activities, the Royal Observatory of Belgium also carries out educational tasks. For example, it manages a remarkable library which holds original editions of the works of great geographers, astronomers and mathematicians.
