Effectively prevent and control major safety risks
In 2023, faced with the severe challenge of a significant increase in the risk of various disaster accidents, emergency management departments and fire rescue teams performed their duties with a sense of responsibility of “always worrying” and maintained the overall stability of the national safety production and disaster prevention, reduction and relief situation.
Launched the 2023 National Major Hidden Hazards Investigation and Rectification Action, with a total of 394,000 major accident hazards investigated; organized the 2023 provincial government safety production and fire protection work assessment inspections, and the State Council Safety Committee member unit safety production work assessment; issued the Notice on Further Strengthening Mine Safety Opinions on production work, formulating hard measures to prevent and contain major production safety accidents in the mining field, revising safety regulations for limited space operations in industrial and trade enterprises… One after another “long-toothed” safety management practical measures are frequently issued, and we must resolutely break them Generalized, “big Hulong” extensive old ideas and methods.

Fully respond to various disasters and accidents
At 23:59 on December 18, 2023, a magnitude 6.2 earthquake occurred in Jishishan County, Linxia Prefecture, Gansu Province, with a focal depth of 10 kilometers. In the face of Typhoon “Dusuri” moving northward, catastrophic floods in the Haihe River Basin, and extreme rainstorms and floods in parts of the Beijing-Tianjin-Hebei and Northeastern regions, early warnings were issued to relevant provinces in advance, intensive consultations were conducted, and the problem of the Mentougou siege in Beijing was successfully resolved. Major emergency response tasks such as train rescue and emergency protection of the left embankment of Baigou River in Zhuozhou, Hebei Province;
Coordinated the national comprehensive fire rescue team to successfully deal with forest fires such as Chayu in Tibet and lightning fires that broke out in a short period of time in Inner Mongolia. Promptly handle major accidents such as the collapse of the Alxa League coal mine in Inner Mongolia, the fire at Beijing Changfeng Hospital, the gas explosion at the Yinchuan barbecue restaurant in Ningxia, and the fire at the Yongju coal mine in Luliang, Shanxi, etc., speed up accident investigations, supervise the handling of major accidents and typical accidents, and escalate investigations… …
When a disaster strikes, it is the mission and responsibility of the emergency management department and the fire rescue team to fully respond to the disaster and protect people’s lives and property. In the past year, the Ministry of Emergency Management focused on building a national comprehensive fire rescue team, and the National Fire Rescue Bureau was established; a batch of new special equipment was installed to strengthen actual combat training; 15 new national safety production professional rescue teams were built, bringing the total to 113; 11 new engineering rescue professional teams including new water projects…
“Focusing on the need to fight early and attack the small ones and to overcome difficulties and win actual combat, we have coordinated and promoted the construction of the emergency rescue force system, and the ability to respond to emergencies, dangerous and severe disasters has been significantly enhanced.” said the person in charge of the Emergency Management Department.
Make every effort to do a good job in emergency management in the new year
2024 is the 75th anniversary of the founding of the People’s Republic of China. It is a critical year for achieving the goals and tasks of the “14th Five-Year Plan”. Doing a good job in emergency management requires heavy responsibilities and arduous tasks.
Focusing on production safety, disaster prevention, reduction and relief, emergency response capabilities, management systems, etc., the meeting also made arrangements for emergency management work in 2024.
In terms of production safety, the meeting proposed that we should comprehensively carry out a three-year campaign to address the root causes of production safety, make every effort to prevent major risks in key areas such as mining, hazardous chemicals, firefighting, industry and trade, and “strictly prevent accidents involving mass deaths and injuries”;
In terms of disaster prevention, reduction, and relief, the meeting proposed that we should implement natural disaster emergency response capacity improvement projects such as early warning and command projects, rescue capability projects, and grassroots disaster prevention projects, and improve the disaster prevention, reduction, and relief mechanisms to “effectively serve the country’s major needs”;
In terms of emergency response capabilities, the meeting proposed the need to build and strengthen the emergency command system at all levels, deepen the integration and reform of fire rescue teams, create a comprehensive rescue force, and “make every effort to protect the safety of people’s lives and property”;
In terms of management system, the meeting proposed that we should vigorously improve grassroots emergency management capabilities, strengthen the support and guarantee of legal science and technology talents, and improve the emergency management system for the participation of the whole society.
