The No. 3 strong wind signal came into effect, and the Observatory said that the tropical depression in the central part of the South China Sea has intensified into a tropical storm. Signal No. 3 will remain in place until at least 6 pm today. The subsequent issuance of a higher signal will depend on changes in the intensity of tropical storms and local wind changes.
