Support for vehicle electrification: what’s new?

While France has finally passed the mark of 110,000 public charging stations, the government is strengthening its plan to support the electrification of vehicles by 200 million euros.

On October 1, 2016, Ségolène Royal announced at the opening of the Paris Motor Show the objective of installing 100,000 charging stations accessible to the public by 2020. Finally, the objective was achieved in May 2023. France begins thus catching up and the market is growing. In September 2023, registrations of electric and plug-in hybrid vehicles represent 25.5% market share, according to the Barometer of the national association for the development of electric mobility (Avere). The vehicle fleet now includes 1.44 million electric and plug-in hybrid vehicles, including 915,000 100% electric vehicles.

But to electrify the French automobile fleet, we will have to accelerate further. In October 2022, Emmanuel Macron announced the objective ofinstall 400,000 public charging stations by 2030. At the same time, the number of electric vehicles should increase tenfold, to reach 13 million, according to Avere projections. To achieve these various objectives, the government announced on October 27 an additional 200 million euros for the installation of charging stations. This brings the total support for the electrification of the fleet to 1.5 billion euros per year from 2024. In addition to support for the deployment of charging stations, this investment includes the strengthening of the ecological bonus, the premium for the conversion and launch of social leasing.

Install more charging stations

Although France has exceeded 110,000 public charging stations installed, only 10% of these terminals are fast charging, mainly on motorway service areas. However, these devices are considered essential to convince motorists to give up the thermal engine. Thus, the 200 million euros should make it possible to “support the development of fast charging stations” and installation in “three particular areas: collective residential, on-road terminals, and recharging for heavy goods vehicles”, specifies Clément Beaune’s office to AFP. The tax credit for installing a home terminal must increase from 300 to 500 euros.

The State will be able to finance “up to 50% of the work” to install terminals in a co-ownership, added the Minister of Energy Transition Agnès Pannier-Runacher on BFM/RMC October 27. The State could also take charge, if necessary, “part of the road works if necessary”she added.

Social leasing for November

At the end of September, Emmanuel Macron announced the establishment of social leasing to allow half of the lowest-income households to rent an electric car by paying 100 euros per month. From November, pre-reservations will be open for tens of thousands of vehicles. Thus, only the most modest households, whose annual reference tax income is less than or equal to €14,089, will be able to benefit from it. This measure should concern around 100,000 people in the territory.

On the occasion of Automotive Industry Day, Bruno Le Maire cited the first models that will be affected by this leasing: the Citroën ë-C3, the Fiat 500e and the Renault Twingo e-tech. According to the Minister, these are vehicles whose carbon footprint is ” the weakest “ and which are made in Europe.

Reform the ecological bonus

In 2024, the ecological bonus will be profoundly reformed. In 2023, this aid is set at 5,000 euros and 7,000 euros for the lowest-income households. This amount should be “revalued”more “the figure has not yet been decided”shares Clément Beaune’s office with AFP.

While this aid was until now granted to all electric cars costing less than 47,000 euros and weighing less than 2.4 tonnes, in 2024 the government will condition the allocation of this subsidy to a “environmental score”. The government thus wants to promote aid for vehicles manufactured in France and Europe. The list of eligible models will be communicated on December 15.
