Meeting on January 31, 2024, the Senate Finance Committee organized a hearing for “follow-up” to the investigation requested from the Court of Auditors into the action of the General Directorate of Public Finances (DGFiP) with the municipal bloc .
After describing the various missions carried out by the DGFiP, described as a major player in the financial functioning of local authorities, the Court of Auditors devotes the majority of its investigation to the restructuring of the decentralized network of the general management. The DGFiP has in fact engaged, with the “new local network”, in a large-scale restructuring, coupled with the establishment of new contacts for local authorities, advisors to local decision-makers.
As an extension of this work, the special rapporteur of the “Public finance management” mission, Claude NOUGEIN, wished to highlight in his report the consequences of these two developments on the level and quality of services offered by the DGFiP to municipalities, especially the smallest of them, as well as users. He emphasizes in particular the imperative of preserving support for rural municipalities and populations furthest from digital technology.
In this regard, the special rapporteur shares the recommendations made by the Court of Auditors, particularly with regard to the need to strengthen the participation of the DGFiP in the France services areas or to complete the tools making it possible to measure the access difficulties of remote populations. dematerialized tools.
