Caretaker Prime Minister Najib Mikati chaired the meeting of the “Ministerial Committee to Address the Repercussions of the Financial Crisis on the Operation of the Public Facility” this followingnoon in the Grand Serail, in which Deputy Prime Minister Saada Al-Shami, Finance Minister Youssef Khalil, Labor Minister Mustafa Bayram, Social Affairs Minister Hector Hajjar, and Minister Public Health Firas Al-Abyad, Minister of Public Works and Transport Ali Hamiyah, Minister of Industry George Bushkian, Minister of State for Administrative Development Najla Al-Riyashi, Minister of Education and Higher Education Judge Abbas Al-Halabi, President of the Civil Service Council, Nasreen Mashmoushi, Director-General of the Presidency of the Republic, Antoine Choucair, Secretary-General of the Council of Ministers Judge Mahmoud Makiya, Director General of the Ministry of Finance George Maarawi, and President of the Lebanese University Bassam Badran.
At the conclusion of the meeting, the following statement was issued: The Ministerial Committee related to following up on the needs of the public facility continued its meetings, and in addition to the meeting that took place between the Prime Minister and the general managers, at the invitation of the President of the Service Council,
After deliberation, and pending the approval of the general budget, the following was decided:
First: Confirmation of what has been recently approved in terms of granting additional financial assistance equivalent to the value of a full salary and a daily transfer allowance of 95,000 SYP. Not all those covered by the relevant Cabinet decision benefit from it, provided that they attend at least two days.
Second: Giving production compensation for each day of actual attendance at the work center in public administrations and the State Employees Cooperative for the months of August and September as follows:
(150000) l. For employees of the fifth category and similar contractors, employees and service providers.
(200,000) l. For the fourth category employees and similar contractors.
(250,000) L.L for the third category employees and similar contractors.
(300,000) L.L for employees of the second category.
(350,000) L. For first-class employees.
Provided that the said compensation is not due unless the employee actually attends his work station at least three days a week during official working hours.
Third: Requesting the successive heads to take administrative and disciplinary measures, including referring them to the Central Inspection and the Supreme Disciplinary Committee, once morest those of the above-mentioned stakeholders who fail to attend without a legal justification for at least two days, and apply the provisions of the personnel system once morest those who fail to attend without justification for a period of 15 days for the party to consider him resigning from service, and to request the central inspection to follow up on all concerned parties in order to implement the aforementioned procedures.
Fourth: To request public institutions and municipalities to submit a study from the guardianship authority on the financial costs resulting from the application of the above-mentioned mechanism to employees, contractors and the procedure for each of them, and to suggest ways of funding so that the above can be discussed at the next meeting of the committee next week.
Fifth: Approving an appropriation of 4,000 billion pounds to cover hospitalization and medical expenses for the military forces, the Ministry of Public Health, the State Employees’ Cooperative and mutual funds, in addition to securing an amount of 200 billion Lebanese pounds as part of the dues belonging to the National Social Security Fund.
Sixth: Giving a financial contribution of 50 billion Lebanese pounds to the Lebanese University to manage its affairs and secure the interests of professors, employees of all titles, and students.
Seventh: Assigning the Ministry of Finance to prepare a study to reconsider salaries and wages in the public sector in terms of conducting a gradual increase that ensures consistency of income with changing economic and social conditions, inflation and an increase in the cost of living.
