[이데일리 장영은 기자] Ukrainians have argued that Russia’s missile attack on the Ukrainian capital, Kiiu, where the UN secretary-general is visiting, was an insult to the United Nations and the West.

According to the Associated Press on the 29th (local time), Kiiu mayor Vitali Klicichko criticized the attack on the same day, saying, “Russian President Vladimir Putin raised his middle finger to Guterres.”
The day before (28th), Russia launched a missile attack on Kiiu, visited by UN Secretary-General Antonio Guterres. Ukrainian President Volodymyr Zelensky said in a video speech released on the same day, “Russian missiles flew into the city right following the meeting (with Guterres) in Kiiu today. “The Russian leadership is trying to insult the United Nations and everything that it represents,” he said.
The Russian missile attack was reportedly carried out just an hour following a meeting between President Zelensky and Secretary-General Guterres ended. It is the first time Russia has launched an attack on Kiiw since it retreated from the northern regions earlier this month and began concentrating its firepower on the southeast. One person was killed and 10 others were injured in the attack.

“The attack is the most daring of a Russian attack on the (Ukraine) capital since the retreat of the Russian army that failed to capture Kii a few weeks ago,” Al Jazeera reported. “This is a clear signal that Russia intends to continue the war despite pressure from the international community,” said Volodymir Pesenko, a political analyst in Ukraine.
Guterres’ spokesman said: “The secretary-general accepted that the Russian attack was not intended to insult him.” “This attack is another sign that there are forces that want to continue the war in Ukraine,” the UN said in a statement.
At a briefing on the same day, the Russian Ministry of Defense asserted that “the day before, the production facility of Artiom, a rocket and space company in Kyiv (Kiiv), was destroyed with a high-precision, long-range missile.” It is said that it was merely an attack on a military-related facility.
KYIV, Ukraine—Rescue workers sifted through the debris of a 21-story apartment block that was struck by a Russian missile here as the head of the United Nations was visiting the Ukrainian capital, while Ukrainian forces stepped up their efforts to prevent Russian troops from advancing from positions in the east of the country.
Kyiv Mayor Vitali Klitschko said a body had been found in the debris around the bottom of the building late Thursday. It was later identified as that of Vira Hyrych, a journalist with Radio Free Europe/Radio Liberty, who lived in the building, the news service said.

After reflecting on the UN’s failure to prevent the war, UN Secretary-General Guterres vowed an additional role, saying that the UN’s role was not over.

“I tell the President and the Ukrainian people that we do not give up. We will continue to work towards a full-scale ceasefire and practical measures.”
President Zelensky said the southern city of Mariupol was the most dangerous right now, accusing Russia of breaking the promise it made with Guterres and not stopping airstrikes in the area.
He also called on the United Nations to take an active role in securing an evacuation route through which citizens isolated in Mariupol can safely escape.

“We want Russia to show a humanitarian attitude and we expect the role of the UN Secretary-General to be effective.”
In particular, the Ukrainian government revealed that Russian forces attacked the city of Kii with a missile while President Kuterhs was visiting Kiiu.
The Russian military fired two missiles shortly following the meeting between Kuterres and President Zelensky, and was angry that Russia showed once once more how disrespectful the international community was.
He also exposed the barbaric behavior of the Russian army every day, saying that over 1,100 civilian bodies were found in Kiiu province alone following the Russian army withdrew from the Kiiu area.
On the other hand, the Biden administration of the United States said, “The price of surrendering to Russia will be more expensive,” and requested an additional 42 trillion won of our money from Congress to support Ukraine.

Pray United Nations Secretary-General António Guterres Today, Tuesday, during a visit to Moscow, a ceasefire in Ukraine “as soon as possible.”
“What concerns us in particular is finding ways to create appropriate conditions for an effective dialogue and for a ceasefire as soon as possible,” Guterres said before talks with Russian Foreign Minister Sergei Lavrov.
He added that despite the complexities of the situation in Ukraine, “with different interpretations of what is happening there, it is possible to establish a serious dialogue on ways to work to alleviate the suffering of the population.”
After the meeting with Lavrov, Russian President Vladimir Putin will receive Guterres.
The UN Secretary-General is moving from Moscow to Kyiv, where he has been criticized for choosing to visit Moscow over Ukraine with President Volodymyr Zelensky saying he sees “no justice or any sense in this arrangement” of visits.
With the start of the Russian military operation in Ukraine on February 24, the United Nations seemed marginalized in the context of this conflict for several reasons, including the estrangement caused by this crisis between the five permanent members of the UN Security Council, namely Russia, the United States, France, Britain and China.
