The police launched Operation Sudden Wind yesterday (9th) and yesterday (10th), arresting 35 people on suspicion of “conspiracy to defraud”, “attempted fraud” and “fraud”, including

21 men and 14 women, 8 of whom are directors and company secretaries of fake technology service providers, 23 store managers and 4 agency company managers. Among those arrested was former Yuen Long District Councilor Lin Jin. After resigning as a district councilor in 2021, he established a company, and then applied for and was approved for a government technology voucher of more than 240,000 yuan in the name of the company. However, when reporters asked Lin Jin, the commercial Crime Investigation Bureau Senior Superintendent Kong Hing-hoon said the police would not comment on individual cases.

Senior Inspector Feng Yunhe of the Commercial Crime Bureau said that the technology voucher application process involves many checks and steps. Since some problems with the applications have been discovered during the process, they have been referred to the police for follow-up. Assistant Director of the Innovation and Technology Commission Huang Wenzhong said that in recent months, the requirements for substantive business operations have been tightened, and bids must be signed in good faith and without collusion when submitting bids.
