Telangana Enacts One-Year Ban on Analogue Paneer Amid Public Health Concerns
The Telangana Standards Authority for Food and Essential Drugs (TG SAFE) has imposed a strict one-year prohibition on the manufacture, processing, packing, storage, distribution, and sale of non-dairy, artificial, or analogue paneer across the state. According to a notification issued on Friday, September 11, 2026, by the Commissioner of Food Safety under Section 30(2)(a) of the Food Safety and Standards Act, 2006, the ban took effect immediately to protect public health against deceptive food practices.
For months, enforcement drives across Hyderabad and surrounding districts have uncovered widespread commercial malpractice. Unsuspecting consumers walking into local eateries, hotels, and cloud kitchens have routinely been served synthetic substitutes instead of genuine milk-derived dairy products.
Inside the Raid Findings That Triggered the Statewide Prohibition
The regulatory crackdown follows targeted inspections conducted by TG SAFE across 14 dairy units in Hyderabad and adjacent areas on Saturday, September 5, 2026. During these spot checks, food safety officials discovered worrying quantities of palm oil and glycerol monostearate at facilities allegedly manufacturing analogue paneer. These industrial components are routinely whipped together with skimmed milk powder, emulsifiers, and stabilizers to visually mimic the texture and appearance of natural paneer at a fraction of the cost.
Subsequent enforcement actions have yielded immediate seizures of adulterated goods. In one notable operation, TG SAFE seized Rs 7.19 lakh worth of adulterated dairy products in Hyderabad. Authorities noted that these imitation items are routinely marketed deceptively under the guise of genuine paneer, prompting rigorous regulatory intervention to safeguard consumer trust and dietary safety.

While regional authorities point to rampant local deception—where restaurants rarely disclose the use of synthetic ingredients on their menus—the apex food safety regulator, the Food Safety and Standards Authority of India (FSSAI), officially recognizes dairy analogues as legitimate commercial food products. The national framework permits their manufacture and sale strictly under the condition that producers and eateries label them accurately and never market them under the name “paneer.” However, because local food businesses routinely fail to make this distinction clear to diners, state regulators are stepping in to enforce blanket prohibitions.
Legal Scope and Exemptions Under the New Gazette Notification
The newly enacted restriction applies broadly to non-dairy, artificial, or analogue paneer in any form, whether sold explicitly as paneer or under alternative descriptions. The official gazette notification makes it clear that anyone contravening the order faces severe legal penalties under the provisions of the Food Safety and Standards Act, 2006, and its associated rules and regulations.
However, the government has carved out a specific exemption for legitimate commercial items. The notification clarifies that the prohibition does not extend to food products that are specifically standardized under regulations made under the Food Safety and Standards Act, 2006, provided they are lawfully manufactured and marketed under their prescribed names and conditions.
