Collecting tolls will not stop reducing airport congestion

Regarding the issue of implementing non-stop toll collection at the airport to limit vehicle congestion, Airports Corporation of Vietnam (ACV) has just sent an official dispatch to relevant units on the implementation of airport transportation. Testing cashless collection and non-stop collection at Tan Son Nhat International Airport and Noi Bai International Airport.

According to ACV, the unit has cooperated with Digital Technology Joint Stock Company-HITD to deploy the bidding package “Supplying equipment for non-cash collection systems and automatic collection without input/output services, using /parked at 5 airports including: Noi Bai, Da Nang, Phu Bai, Cat Bi and Tan Son Nhat.

Recently, ACV and HITD have conducted surveys and made plans to install equipment and connect non-cash and automatic air collection systems at Tan Son Nhat and Noi Bai International Airports. Up to now, the technical solution for equipment installation has been basically completed, preparing to deploy pilot collection.

It is expected that the pilot implementation of cashless collection and non-stop collection at Tan Son Nhat and Noi Bai will be carried out during the peak period of the Lunar New Year Giap Thin. Specifically from February 6 – March 7.

Previously, regarding the issue of non-stop toll collection at airports, the Department of Roads proposed the Ministry of Transport to report to the Prime Minister to allow the pilot implementation of non-stop electronic toll collection service at 2 major airports. The best in the country are Noi Bai and Tan Son Nhat in a period of 6 months.

The above proposed purpose is to create convenient conditions for people, shorten the time for vehicles to enter and exit the airport, thereby reducing congestion in areas inside and outside the airport.

It is known that the policy of implementing ETC fee collection at airports has been directed by the Government for a long time. ACV has repeatedly proposed a plan to collect non-stop fees at airports under its management. However, due to legal problems, the above plan has not been implemented yet.

According to experts, it is very necessary to quickly deploy non-stop toll collection at airports, especially at Tan Son Nhat airport. This non-stop toll collection contributes to modernizing toll collection activities and making it convenient for users. By limiting the time it takes vehicles to pass through toll booths compared to cash payments, non-stop toll collection will help reduce traffic congestion. From there, it contributes to relieving the bottleneck at the airport gateway. However, this proposal has not yet been implemented due to legal problems.

Currently, ACV is implementing service fees for pick-up and drop-off vehicles at two airport groups. Group 1 applies to Tan Son Nhat, Noi Bai, Da Nang airports, vehicles entering and exiting within 10 minutes charge 10,000 VND/turn for cars with less than 9 seats, 15,000 VND/turn for cars with 10 – 30 seats, 25,000 VND/turn. with cars of 30 seats or more.

Group 2 is the remaining airports that charge a fee for cars with less than 9 seats at 5,000 VND/trip, 10 – 16 seats at 10,000 VND/turn, 16 – 29 seats at 15,000 VND/turn, and 30 seats or more at 25,000 VND/turn. in turn. Vehicles entering the airport for more than 10 minutes will be charged an additional car parking service fee.
