The Lefortovo Court of Moscow placed the former director general of the Russian Communications Corporation (RKSS) Yevgeny Melnik in custody. He is charged with abuse in the execution of the state defense order.
As follows from the court file, Melnik was arrested on August 9 at the request of the investigation. TASS informsthat he was sent to the pre-trial detention center until October 2, the defendant has not yet been charged.
Melnik was suspected of abuse of power in the execution of the state defense order (201.1 of the Criminal Code). Sanctions of the first part provide for up to 8 years in prison. Details of the case have not been released to the court.
According to open sources, the private-state CJSC RKSS was established in 2007 by a government decision as a joint venture between the state corporation Rostekhnologii and a group of high-tech IT companies to create and manufacture trusted telecommunications equipment and communication systems in Russia.
In an interview published on the Rostec website in 2014, at that time the CEO of the RCSS Evgeny Melnik said that the corporation was created as a structure whose activities would be focused on ensuring the cybersecurity of the state.
According to SPARK, ZAO RKSS was declared bankrupt in August last year. Yevgeny Melnik is still the general director of RKSS New Systems LLC; in January, bankruptcy proceedings were initiated against the legal entity. Melnik himself is also going through a debt restructuring.
