The Cese issues 20 recommendations to develop sports practice in the field of disability

How to make the local practice of physical and sporting activities accessible to people with disabilities, and in particular to children and adolescents, regardless of where they live? In an opinion and a report, the Economic, Social and Environmental Council (Cese) looked into the sports practice of the 12 million people with disabilities in France. and launches 20 recommendations for its development.

While 60% of French men and women and 47% of people with disabilities say they have practiced a physical and sports activity (APS) at least once a week in 2022, French sport must seize the opportunity of organizing Olympic and Paralympic Games (JOP) Paris 2024 so that all of its players evolve, reinvent themselves and thus embody a sporting nation in practice.

The sedentary lifestyle resulting from our lifestyles and the many obstacles to sports practice (gender, age,
socio-professional, handicap, access, choice, infrastructure, training, financing…) mean that too many citizens do not find their place in the current sports model.

However, sports practice is a major public health issue through its effect on physical and mental health and generates many other positive impacts. The evolution of the economic model of sports associations and the development of jobs in the sports market sector thus create real economic dynamism and a source of social commitment.

The ESEC proposes to support players in the sports ecosystem in building a health legacy,
economic, social, environmental and societal aspects of the Olympic and Paralympic Games. Promote the development of solutions responding to the uniqueness of the physical and sporting activities practiced by people with disabilities.
disability will in fact benefit anyone who is far from practicing sport.

The EESC’s opinion presents 20 recommendations in 4 areas for greater practice of physical activity and sport:

1st axis: Encourage the development and diversification of the offer of physical and sports activity (APS) for all forms of practice and open to all audiences

2nd axis: Promote and promote the impact of the development of all forms of practice

3rd axis: Enrich the training and awareness system for key players in physical and sports activities

4th axis: Arouse the commitment of all actors in favor of sport for all and ensure the follow-up of actions leading to a more inclusive and fitter nation thanks to the universality of the development of physical and sporting activities, by working on the governance and inter-ministeriality of the public policies concerned (sport, national education, health, disability).

Developing parasport in France: from singularity to universality, an opportunity for all, Rapporteurs Dominique Carlac’h and Marie-Amélie Le Fur, to be consulted on the Cese website
