What we know now about the state of sports betting in America
Billions of dollars are wagered on sports betting in the country every year. But some states are still on the sidelines. Here is what we know.
Sports betting became legal in Florida, again, in a limited fashion in November last year after the U.S. Supreme Court issued a ruling allowing people to place bets on-site at the Seminole Tribe’s casinos is South Florida.
On Nov. 7, the tribe quietly launched its mobile sports betting app despite online sports betting being a separate, unsettled lawsuit. The launch of the app came with some caveats, such as limiting which of its customers could get “early access” and requiring users to physically visit their nearest Hard Rock or Seminole Casino to earn one Unity point.
With Super Bowl LVIII just around the corner, people are starting to wonder what sports betting apps are now legal in the state.
Here’s what to know about online sports betting in Florida.
What mobile sports betting apps are legal in Florida?
At the time of publishing, the Seminole Tribe’s Hard Rock Betting app is the only legal mobile sports betting app.
In its ruling, the U.S. Supreme Court allows sports betting on casino grounds, with a verdict on online sports betting pending at the Florida Supreme Court, which is set to hear the case soon.

In the meantime, the Seminole Tribe launched its online sports betting mobile app with some caveats to circumvent part of the original court ruling by allowing Floridians to place online bets through their Hard Rock Bet app so long as they’ve physically visited a casino and earned a Unity point, the casino’s loyalty program.
In December, West Flagler Associates, the parent company of Magic City Casino, filed a brief with the court arguing that the ruling violates Amendment 3 of the Florida Constitution.
Amendment 3 says that voters have the final say on approval to expand casino gambling in the state.
Decisions for both cases are expected to arrive by mid-2024.
How to use the Hard Rock Bet mobile app
To use the Hard Rock Bet mobile app, you’ll need to download it and sign up for an account. Here’s how to get started:
- Check your eligibility. Players must be 21 years old or older to open an account and place wagers. Players must be within Arizona, Florida, Indiana, New Jersey, Ohio, Tennessee or Virginia to bet.
- Download the Hard Rock Bet mobile app on an iOS or Android device, or visit HardRock.bet on a Windows PC, Mac or iPad.
- Log in or sign up for a Hard Rock Bet account. To start, you’ll need an email address and a password.
Once you’re in, you’ll find that the Hard Rock sportsbook app is very similar to other sports betting apps, where the main page serves as a hub that allows you to move to different areas of the app.
You can use the search tab at the top of the screen or peruse other competitions through the tabs to find what you’re looking for.

Can Hard Rock Bet users in other states place bets when visiting Florida?
Yes. Once you’ve made sure you qualify to bet, you can bet in Arizona, Florida, Indiana, New Jersey, Ohio, Tennessee or Virginia. Eligibility in other states is coming soon.
What types of bets and wagers are legal in Florida?
- Pari-mutuel wagering on live and intertrack horse and jai-alai activities at licensed racetracks and jai-alai frontons.
- Casino gambling, including slots and table games, on certain Indian tribal lands.
- The Florida lottery games.
- Poker and Dominoes played for money, but only in licensed cardrooms
- Penny-ante games, including poker, pinochle, bridge, rummy, canasta, hearts, dominoes and mah-jongg, may be played outside a cardroom only if the winnings of any player in a single game do not exceed $10 in value.
- Slot machine gaming at one of the eight licensed pari-mutuel facilities located in Miami-Dade or Broward counties.
- Bingo, sweepstakes, and drawings for chance, if they comply with state law.
