The Controversial Appointment: Juan José Etala Takes over Parliamentary Battle for Working Day Reduction

The Argentine Industrial Union (UIA) made the decision to change the person designated to fight the parliamentary battle against the reduction of the working day. After Página I12 said that Julio Cordero, a labor lawyer and employee of the Techint company, also works for Patricia Bullrich’s technical teams, they proceeded to appoint someone to replace him. The curious thing is that the man who will replace him in the debate that will take place this Wednesday in the Labor Legislation Commission is a character with a very controversial background, and even more linked to politics than his outgoing peer.

On the agenda of the debate, which will also include union leaders such as Pablo Moyano and Héctor Daer, from CGT, the name of Juan José Etala, president of the Department of Social Policy of the UIA, appears. The “Black”, such his nickname for years among industrialists and laborers, is a close friend of Mauricio Macri and a partner in his adventure at Boca Juniors.

“Are you going to tone down what Cordero said? Or double down?” asked a senior leader of the UIA when he saw his presentation, given that the entity had already participated in the debate once and was invited again. Cordero became infamous for the phrase in which he stated that workers do not have much to do with their free time if the reduction in the number of working hours is achieved. “I limit the working day, so you have to work less. For what? I mean, is it wrong to work? Are we against work? For what? To go outside to do what?” he expressed a few days ago before the plenary session of commissions that deals with a rule to modify the workload, which could go from 48 to 40 per week.

The revelation by this newspaper that Cordero is part of the teams working to carry out Patricia Bullrich’s labor reform went down badly among industrial businessmen. The truth is that everyone knows that within the factory there are political sympathies, but it is almost prohibited to maintain partisan participation and at the same time integrate the entity’s payroll. The excuse that several made when they saw that Etala entered for Cordero was that the former had been on vacation when the first call to the debate was made. It was Etala who had to go to the first treat.

Also, the issue of corporate operations is part of a more macro debate about the advancement of the most conservative electoral offers on different aspects of workers’ rights and in pursuit of the interest of companies. In the last hours, it was Bullrich herself who assured that “the National State does not have to have labor justice, if it is a labor justice that is contaminated and dominated by unions. A businessman never wins a trial.” In that plan Cordero is working, the advisor of “La Piba” who, in addition, responds to the interests of Techint, the steel holding company commanded by Paolo Rocca.

The Etala connection

Now, if Cordero’s punishment was for political affiliation, it is not clear how it would benefit the supposed impartiality of the UIA that the new representative be someone so close to Mauricio Macri and the PRO. Who is Etala? Already as a young man he met the former president, whom he followed closely during his years as a sports and political professional. Both graduated from Cardinal Newman, Etala is 10 years older than Macri but they already established the link in those years. In addition, a cousin of Etala was a littermate of the former president.

Likewise, Etala was a member and held other important positions on the Boca Juniors Board of Directors, including legal representative during the term of Daniel Angelici. In that context, the labor lawyer was one of those who most contributed to the internal war of Macrismo to the current vice president of the club in his playing years, the reference is to Juan Román Riquelme. In the early 2000s, when Carlos Tevez emerged as a great figure in the club, she was also his lawyer.

At the time, Etala – who is a partner in the Salvat, Etala y Savarí firm, one of the most important in terms of company accounts – was reported to the Bar Association for incompatibilities in the function, given that he worked in Labor and at the same time as labor lawyer. One of the strongest clashes with the workers of the Télam news agency, who denounced pressure from Etala on the Court of Appeals in the labor dispute that opened with Macri’s bailing of the agency.

Another case where Etala became visible was the conflict between the Truck Drivers’ union and the Mercado Libre company, owned by the exiled Marcos Galperín in Uruguay. He was a lawyer for Meli Log (Mercado Libre Logística) while he played on the UIA table. This Wednesday, within the framework of the debate on the reduction of working hours, he will meet again with Pablo Moyano.
